The individual in this position is second-in-command of the Fire Department and is responsible for the daily operations of the Department. The major function of the Assistant Fire Chief is to assist the Fire Chief in planning, training, directing and coordinating both routine day-to-day, specialized activities, and operations of the Fire Department. Directs the activities of the District Chiefs in conducting firefighting/Emergency Medical Services (EMS) and administrative operations. Serves as senior member of the Department’s management team. Makes recommendations to the Fire Chief for departmental policies, procedures, and equipment purchases. Identifies department needs, maintains records and reports. May be assigned a wide variety of specialized responsibilities by the Fire Chief including internal investigations and matters of compliance. Oversees and supervises the daily operations of the Fire Department. Develops and reviews Department policies and procedures. Compiles regular reports from subordinates concerning Department activities for the Chief’s review. Reviews and monitors operations on a regular basis. Oversees and reviews the work of subordinate District Chiefs and Company officers. Informs staff of operating policies and procedures.

Represent and participate on various committees and subcommittees as assigned by the Fire Chief including Infection Control, Safety and Health, Information Management, Disaster Preparedness, and Education. Participates in various committees including Infection Control, Health and Safety and is responsible for the gathering of facts involving matters critical to the safety and health of the department, including but not limited to unsafe acts, unsafe conditions, accidents, injuries, fatalities and violations of laws, rules, regulations, policies and procedures.

Responsible for coordinating the support of computer inventory within the Fire Department with Information Technology Department. Shall research, recommend for purchase and coordinate training, operation and maintenance for all computer hardware and software in an effort to enhance the effectiveness and efficiency of the Fire Department.

Conducts regular performance evaluations of the District Chiefs. Advises supervisors concerning appropriate disciplinary action when necessary. Oversees the District Chiefs in determining and scheduling assignments, scheduling vacation, holidays and sick leave to ensure minimum staffing levels. In collaboration with the fire chief, oversee subordinate staff by providing work direction, resolving problems, preparing shift schedules, and setting deadlines to ensure completion of operational functions.

Participates and advises in the hiring and promotion of Departmental personnel, including interviewing and background checks.

Acts as liaison with other city, county and state departments, organizations and agencies including the Space Coast Fire Chief’s Association, Brevard County E.M.S. Advisory Council, Brevard Community College and Brevard County Emergency Management.

Assigns, develop, promote, coordinate and present public education and safety programs.

Stays current on all related areas to provide the department with the most current information and technology. Reviews literature, attends training, education courses, and seminars in order to keep abreast of new Fire and EMS techniques. Subject matter expert on Hazardous Materials Response, Weapons of Mass Destruction, Terrorism and Chemical and Biological response. Coordinates the research, development, implementation and enforcement of all safety & health programs as mandated by

N.F.P., O.S.H.A., S.A.R.A.

Title III, D.O.L./D.O.S. and other regulatory agencies.

Assists with collective bargaining proposals and counter proposals.

Coordinates and/or presents mandated certification courses to include such training as Cardiopulmonary Resuscitation, Medical and Hazardous Material First Responder, Safety,E.M.T. Refresher, Paramedic Refresher, Automatic External Defibrillation, Combi-Tube, Basic and Advanced Fire Training and Infection Control. Develops, schedules, and provides training courses related to fire, EMS, medical, safety and hazardous materials. Coordinates all training activities with the District Chiefs and/or Lieutenants, to establish a standardized training program, including the development and maintenance of department personnel training records as mandated by the National Fire Protection Association, the Insurance Service Office, the State of Florida Bureau of Fire Standards and Training, Department of Labor/Division of Safety, H.R.S. and the Fire Chief.

May respond and direct the personnel and operations at emergency scenes, such as fire, rescue, medical, hazardous materials, mass casualty and mass fatality incidents.

Prepares and presents accurate reports, including, but not limited to, statistical data from calls for service, cost analysis, quality assurance programs.

Conducts confidential medical investigations and incident reviews related to quality assurance and quality improvement of fire/rescue services. Serves as the department EMS officer and is responsible for the research, development, implementation and compliance of department EMS protocols. Works directly with the department medical director and reviews confidential medical investigations, protocols, policies and procedures and receives direction for improvements and/or action.

Assume the duties of the fire chief as assigned.

Serves as Deputy Emergency Manager.

Has considerable knowledge of the principles, methods, and equipment used in modern firefighting, rescue operations and hazardous materials response.

Has considerable knowledge and ability in the use of various hand tools, audio-visual equipment, computer hardware and business software, and firefighting and Emergency Medical apparatus, equipment, and protocols.

Is able to exercise sound judgment in emergency and non-emergency situations and to adopt quick, effective and reasonable courses of action.

Is able to prepare and present effective and informative oral presentations.

Is able to exercise considerable judgment and discretion in handling confidential documents and records.

Is able to exercise tact, courtesy and firmness with department personnel, representatives of other agencies, vendors, and the general public.

SUPPLEMENTAL INFORMATION PHYSICAL

DEMANDSThe work is generally light to medium and may require exerting up to 80 pounds of force occasionally and 20 pounds amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Additionally, the following physical abilities are required: Must be physically able to operate a variety of municipal fire apparatus and office equipment, including such firefighting and emergency response equipment as pumps, ladders, air compressors, self-contained breathing apparatus, “jaws of Life”, hand tools, axes, shovels, two-way radios, computers, typewriters, copiers, facsimile machines, cameras, etc.

Must be physically able to operate a motor vehicle.

Has physical strength and agility to perform prolonged and arduous work under adverse conditions when required.

Requires the ability to ascend and descend ladders, stairs, and ramps using feet or hands and arms.

Requires ability to maintain body equilibrium to prevent falling when walking, standing, bending, stooping or crouching.
