The City of Delray Beach is a Non-Tobacco Workplace. Essential Job Duties Assistant Fire Chief – Training, Education, and Safety The following duties are normal for this position. The omission of specific statements of duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. All employees will be required to perform other job-related marginal duties as required. Plan, organize, and coordinate programs, projects, reports, and activities. Assign tasks to mid-level subordinate managers and executives.
Review, evaluate, and recommend to the Fire Rescue Chief changes in operations to enhance the effectiveness and efficiency of services.
Assists the Fire Rescue Chief in leading, organizing, and managing the departmental annual budget process.
Assists the Fire Rescue Chief in establishing and maintaining fiscal and budgetary controls.
Review and evaluate all reports submitted by Assistant Fire Chiefs.
Serves as the second in command of the Fire Rescue Department and, as a result, routinely reviews the work quality and performance of all personnel.
Assists the Fire Chief through hiring, firing, promotions, and demotion recommendations. Develop, review, and revise Standard Operating Guidelines/Policies and Procedures. Prepare written reports for the Fire-Rescue Chief.
Direct and participate in committees and task forces.
Assists the Fire Rescue Chief in Labor Management, serves as part of the City’s negotiations committee, and responds to grievances as directed by the Fire-Rescue Chief.
Coordinate fire department activities and functions with other City departments regarding emergency management issues.
Assist the Fire-Rescue Chief and administrative staff with budget preparation and administration, recruitment, and promotions.
May assume command and control of major emergency activities and may take command of the Fire Department when directed by the Fire-Rescue Chief.
Make public presentations.
Plans, leads, organizes, and manages departmental logistics functions to include fleet, supplies, and facilities and grant opportunities. Standard Operating Guidelines/Policy and Procedure program management.
Department representative for Collective Bargaining Agreement.
Supervise the EMS, Training & Safety, and Fire & Life Safety divisions.
Make public presentations.
Direct and participate in committees and task forces. Minimum Qualifications Bachelor’s degree in business administration, Public Administration, Fire Service Administration, or a related field from an accredited four-year college or university. A master’s degree in business, Finance, Human Resources, Emergency Management, or a related field from an accredited college or university is preferred. Completion of the Executive Fire Officer Program at the National Fire Academy or other substantially similar post-graduate training, as determined and accepted by the Fire Rescue Chief. Knowledge of emergency medical services, fire suppression, heavy rescue, training, fire prevention, hazardous materials, public fire safety education, and emergency management. Knowledge of comprehensive safety and risk management systems. Knowledge of incident command systems, recruitment, and selection. Knowledge of labor laws and contract administration. Knowledge of recruitment, retention, and selection guidelines. Knowledge of contract administration and labor laws. Knowledge of management principles and practices Ability to make decisions. Ability to formulate action plans quickly in an emergency. Knowledge of computer systems and ability to apply new technology effectively. Ability to interact successfully in a team-oriented organization. Strong organizational analysis skills in problem-solving. Strong analytical, interpersonal, and communication skills. Strong in local governmental budgetary development and administration. .
LICENSES, CERTIFICATIONS OR REGISTRATIONS
Florida-certified EMT or Florida-certified Paramedic, State of Florida Minimum Standards certification.
Class E Driver’s License with good driving record. The State of Florida Bureau of EMS recognized. Emergency Vehicle Operators Course. (EVOC) is preferred.
