Under the guidance of the Fire Chief, will guide and collaborate with department officers and administration to determine training needs of the department, to include proper succession planning, and schedule training sessions, while also guiding the recruitment and retention efforts of department. Division Chiefs may be reassigned to another Division (EMS, Training and Safety, Planning and Finance) at the discretion of the Fire Chief. The Division Chief maintains detailed records of training activities, curriculum, and participant outcomes. Regular assessments will be conducted to evaluate the effectiveness of training programs, ensuring compliance with industry and accreditations standards. This role utilizes data to identify areas for continuous improvement and implements modifications to enhance training quality. The Division Chief designs and implements comprehensive training programs that align with Federal & State guidelines, as well as departmental requirements. Additionally, the position oversees quality assurance measures to promote operational excellence in training and safety. The Division Chief manages personnel assignments based on the Department’s Strategic Plan, maintaining an organized library of instructional materials, and ensuring policy compliance. The Division Chief delivers training sessions, mentors instructors, and provides ongoing development opportunities to ensure adherence to industry standards. Recommendations are made for enhancing apparatus, equipment, and procedures related to training and safety. The Division Chief also prepares and manages statistical, fiscal, and accounting reports tied to the department’s training and safety budgets. Attendance at meetings, conferences, and classes is required, along with report preparation and documentation. The Division Chief serves as the primary contact for inquiries about department operations, fostering communication between training programs and accrediting bodies. This position requires initiative and independent judgment to perform duties effectively. Responding to emergency incidents, the Division Chief may serve as Incident Commander, assist the Incident Commander, or act as the fire ground Safety Officer to emphasize safety and performance. Knowledge, Skills & Abilities:
Comprehensive knowledge of modern firefighting techniques, and apparatus and equipment operation. Proficiency in emergency medical and rescue operations, along with understanding relevant State laws and codes. Familiarity with training and certification requirements for all department positions. Strong supervisory, record-keeping, and reporting abilities. Effective communication skills for interacting with City agencies, employees, and the public. Demonstrates sound judgment in interpreting policies, regulations, and procedures during daily operations and emergencies. Proficient in computer systems, including data management and word processing.
Minimum Education & Experience:
Candidates must possess State of Florida Firefighter I and II certifications per National Fire Protection Association, NFPA 1001, and Florida Statues 633.34, along with being certified as an Emergency Medical Technician per Florida Administrative Code Chapter, 64J-1008. Paramedic certification per Florida Administrative Code Chapter 64J-1.008 and Advanced Cardiac Life Support (ACLS) are also required. Must have an Associate’s degree from a regionally accredited institution. Bachelor’s degree preferred. Must have State of Florida Fire Officer II, Fire Instructor II, and Cardio-Pulmonary Resuscitation Instructor certifications. Must have three years of continuous experience at the rank of Fire Lieutenant or higher. Alternatively, an equivalent combination of education, experience, and documented supervisory ability may be considered by the Fire Chief.
Special Requirements:
Must possess a valid Florida driver’s license and a good driving record as determined by the City of Winter Haven. Within a time period established by the Fire Chief, must complete specific leadership, public safety, management, and emergency management courses. Absence of non-prescribed controlled substances in the applicant’s system as verified by a laboratory approved by the City of Winter Haven.
