Assistant Chief Fire Training 2.3 2.3 out of 5 stars 981 Milstead Avenue NE, Conyers, GA 30012 Job Summary The Assistant Chief Fire Training is responsible for the leadership, and direct supervision of the Fire Training staff, coordinates with 911 Communications training needs, in addition to commanding and coordinating the administrative functions and/or field operations of the Training Division. The Assistant Chief Fire Training works under the general direction of the Fire Chief, and in collaboration with the Deputy Chief of Operations and Deputy Chief of Administration, to identify the needs of the department, develop solutions, and implement those solutions across all divisions of Rockdale County Fire Rescue (RCFR). The incumbent in this role is responsible for the planning, implementation and administering of a comprehensive department training program, including in-service training, safety programs, succession, and management training to officer ranks. Employees in this classification are responsible for the effective and efficient utilization of resources and personnel in performing training operations within the established departmental policies and procedures.
Essential Functions Essential Functions:

Oversees the daily operations and administrative activities of the County’s Training Division. Actively participates in planning the Training Division’s operations with respect to equipment and staffing. Evaluates the need for and recommends the purchase of equipment and operating supplies in conjunction with budget preparation; develops and establishes the budget for the Training Division. Assesses the efficiency of Training operations; recommends solutions and implements changes as necessary. Reviews associated records and reports on Training operations and initiates the appropriate corrective action as needed, including developing necessary training programs. Reviews and recommends changes in standard operating procedures and guidelines within the framework of department policies. Works with Battalion Chiefs and District Training Captains in the planning, organization, and direction of the programs in the Training Bureau; In-Service Training, Recruit Training Programs. Coordinates with the Special Operations leaders in the training for specialized teams, i.e., Haz-mat, Technical Rescue, Terrorist Response, and the Office of Homeland Security Intervention. Directs personnel assigned to fire training programs, enforcing divisional rules and regulations, conducting performance reviews and evaluations. May serve as an instructor for special programs or classes when necessary; assures appropriate level Instructor Is assigned to teach programs or classes. Serves as the training division’s Safety Officer. This position plans and directs the long-term and daily fire training and recertification needs of the department. Writes reports and compiles presentations; compiles monthly reports and status updates of the division’s programs. Collaborates with division managers, supervisors, and training division staff to assess training needs.

Knowledge, Skills and Abilities Knowledge of laws, ordinances, policies, and procedures governing the Fire principles and practices of planning and organization. Knowledge of principles and practices of personnel administration as they relate to training, supervising, motivating, and evaluating subordinates. Knowledge of fire control safety practices, public safety communications systems, hazardous materials and the proper procedures associated. Knowledge of budgeting techniques, basic mathematical computations and basic bookkeeping and record-keeping practices. Knowledge of the geographical layout of Rockdale County to effectively direct staff and equipment to emergencies, hospitals, and other supporting agencies. Knowledge of mutual-aid assistance systems and department funding sources. Knowledge of the National Incident Management System and the Incident Action Plan (IAP); ability to conduct a post-incident analysis. Knowledge of fire behavior and the effect of weather conditions on fires. Advanced knowledge of current Training methods and techniques. Advanced knowledge of the principles of supervision and management. Skill in the application of first aid and basic emergency medical principles and techniques. Ability to assess training needs and plan training programs accordingly. Ability to retain and recall technical Information under stress; ability to analyze facts and exercise sound judgement when resolving operational problems. Ability to oversee training division with considerable Independence, Judgement, and discernment, reacting promptly, calmly, and correctly in emergency situations. Ability to read and interpret complex technical documents, topographic and road maps. Working Conditions The work is typically performed at the training facility, fire station, or at fire scenes. The employee may be exposed to inclement weather, extreme temperatures, smoke, fumes, and hazardous situations and materials that require the use of protective equipment. Minimum Qualifications 1) High school diploma or equivalent. 2) Seven (7) years of consecutive firefighting operational experience, including two (2) years at functioning in a management or officer level. 3) OR have a combination of education, training, and work experience that is equivalent to #1 and #2 above that provides the requisite knowledge, skills, and abilities for this job. AND 4) State of Georgia and National Professional Qualified (NPQ) Firefighter I and II certification. 5) Certified State of Georgia Emergency Medical Technician (EMT), or the ability to achieve within 12 months from the date of hire or appointment. 6) Certification as NPQ Board Fire Officer Ill, according to NFPA standards. 7) National Professional Qualification Instructor certification I and II or equivalency for Training Officer, or the ability to achieve within 12 months from date of hire or appointment. 8) NPQ Evaluator 9) Valid State of Georgia Class F (non-commercial) driver’s license. 10)
