DEFINITION
This position is responsible for supervising the activities of an assigned fire station.
REPORTS TO
The Battalion Chief assigns work in terms of very general instructions.
JOB REQUIREMENTS
Commands emergency incidents utilizing standard strategies and tactics; recognizes and adjusts to changing conditions.
Manages the daily operations of a fire station and fire company.
Supervises subordinate personnel; ensures adherence to policies, effective evaluation of performance, and individual skill development.
Conducts classes/drills as designated by the departmental training plan and in accordance with individual employee development plans.
Conducts classes/drills for the public to prevent emergency incidents.
Conducts risk analysis of structures in the City to provide a plan of action for emergency incidents.
Prepares station operations budgets.
Oversees the maintenance of station facilities and grounds.
Oversees the maintenance of vehicles and equipment.
Supervises hose, hydrant, and ladder inspections.
Performs other related duties as assigned.
MINIMUM QUALIFICATIONS
Candidates must possess an Associate of Applied Science Degree from an Accredited College. The degree should be in a field applicable to the fire service, such as Organizational Development, Public Administration, Emergency Management or similar fields. The Fire Chief has the discretion to allow degrees in other fields with guidance provided by the Human Resources Department.
Five (5) years of experience in the Rocky Mount Fire Department and having attained one of the following positions:
- Fire Engineer
- Deputy Fire Marshal
- Assistant Fire Marshal
- Fire Training Officer
- Five 5 years of service as a Senior Firefighter
- Captain of Logistics – Due to differences in essential job responsibilities, the Captain of Logistics must compete for the position of Operations Fire Captain and, if successful, would be laterally reassigned.
Candidate must be trained in National Incident Management System
IS 700, IS 800, IS 100, IS
200 and ICS 300 levels.
Candidate must possess a minimum certification as a North Carolina Fire & Rescue Commission Standard Level 1 Fire Inspector.
Candidates must possess a minimum of a Class B North Carolina Driver’s License.
Candidate must be a Certified Firefighter through the North Carolina Fire and Rescue Commission.
Candidate must be certified as Hazardous Materials Responder Level 1.
Candidates must be certified as Fire Officer Level II.
Candidates must be a North Carolina Fire & Rescue Certified Instructor.
Candidate must have a minimum of North Carolina State Certified Emergency Medical Technician – Basic.
Candidate must be certified as a Child Passenger Safety Technician through successful completion of the NHSTA Child Passenger Safety Program.
Candidate must be certified as a Technical Rescuer and Technical Rescuer Vehicle Rescue through the NC Fire and Rescue Commission.
Any required fire service certifications possessed by the successful candidate for the position of Operations Fire Captain at the time the position is filled must be continually maintained through continuing education or other accepted medium.
Candidates must have successfully completed all classes and tests outlined in Section VII Professional Development SOG Guide VII.4 Operations Fire Captain.
Candidates must not have been demoted or suspended for more than 12 hours if on shift, or 8 hours if working an 8-5 schedule, as result of a disciplinary action in the two years immediately preceding the publication date of the job posting for the position.
Candidates must have received and maintained an overall rating of “Meets Standards” or higher on the most recent annual performance appraisal.

SUPERVISORY CONTROLS
The Battalion Chief assigns work in terms of very general instructions. The supervisor spot-checks completed work for compliance with procedures and the nature and propriety of the final results.
GUIDELINES
Guidelines include the City Personnel Policy Manual; department standard operating procedures; state building code; the City Emergency Response Plan; OSHA regulations; NFPA standards; HIPPA regulations; the Fair Labor Standards Act; federal and state laws; local ordinances; DOT Emergency Response Guidebook; and hazardous materials and evacuation guidelines. These guidelines require judgment, selection, and interpretation in the application.
COMPLEXITY
The work consists of varied administrative, supervisory, and incident response duties. Life-threatening situations contribute to the complexity of the position.
SCOPE AND EFFECT
The purpose of this position is to supervise the work of an assigned fire station. Success in this position contributes to the safety of life and property.

Contacts are typically to give or exchange information, resolve problems, provide services, and motivate and influence persons.
PHYSICAL DEMANDS
Perform heavy work with ability to participate in firefighting and fitness activities; includes ability to routinely perform walking, running, stooping, kneeling, squatting, crawling, climbing, lifting of fire equipment, pulling of fire hose, manipulation of nozzles, carrying, reaching, and balancing activities. There is also work performed while sitting at a desk or table or with intermittently sitting, standing, or stooping
MENTAL DEMANDS
Employees are regularly required to use written and oral communication skills; read and interpret data, information, and documents; analyze and solve problems; use math and mathematical reasoning; observe and interpret situations; learn and apply new information or skills; and interact with City staff, other organizations and the public.
WORK ENVIRONMENT
The work is typically performed in an office and at the scene of emergency incidents. The employee is exposed to noise, dust, dirt, grease, machinery with moving parts, irritating chemicals, occasional cold or inclement weather, and dangerous conditions associated with fire and other emergency scenes. The work requires the use of specialized protective equipment.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY
This position has direct supervision over an assigned company of personnel.
