Department:

Jacksonville Fire & Emergency Services is an internationally accredited agency through the Center for Public Safety Excellence (CPSE), providing excellent customer service through prevention, readiness, and response to threats of the lives and property of the people we serve. The City of Jacksonville is covered in service by four fire stations, answering more than 12,000 emergency and non-emergency calls annually. Our crews train regularly to perform with the latest technologies and processes available. JFES includes five specialty teams comprised of firefighters with specific training in HazMat, Technical Rescue, Tactical Medic response, Fire Investigation Unit, and Honor Guard.

General Description:

The City of Jacksonville is seeking applications for Fire Company Officer. Fire Company Officers performs difficult protective service work commanding a fire company; does related work as required. Work is performed under the regular supervision of the Battalion Chief. Supervision is exercised over subordinate company personnel. Much of the work is performed under emergency conditions and frequently involves considerable personal hazard. Essential Functions/Typical Tasks Commanding a fire suppression company; supervising medical response; training personnel; participating in equipment, apparatus and station maintenance; maintaining records and files; preparing reports.(These are intended only as illustrations of the various types of work performed. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.) Supervises and directs the activities of a fire company.
Coordinates the activities of fire suppression personnel. Implements and enforces departmental SOPs and policies.
Responds to and participates in fire suppression activities during emergencies.
Ensures all apparatus and equipment is cleaned, maintained and ready for service.
Assists with preplanning and inspection activities.
Maintains training records. Participates in station cleaning and grounds maintenance activities.
Maintains physical fitness through exercise, jogging, weightlifting, walking, etc.
Acts as Battalion Chief when required.
Participates in continuing training and instruction program by individual study of technical material and attendance at scheduled drills and classes.
Performs related tasks as required. Required Education and Experience Any combination of education and experience equivalent to 1.5 years of supervisory experience at the rank of lieutenant or equivalent rank and successful completion of an associates degree or equivalent credit hours in a relevant field; or 3.5 years of supervisory experience at the rank of lieutenant or equivalent rank and the completion of a 1-year fire supervisory certificate or equivalent.

Special Requirements:

Possession of the following certifications/licenses: Class B Driver’s License valid in NC
NC Firefighter or IFSAC/Pro Board equivalent
NC Hazardous Materials Operations or IFSAC/Pro Board equivalent
NC Emergency Medical Technician or ability to obtain reciprocity from NC Office of Emergency Medical Services (Boarded in Onslow County within 90 days)

NC Fire Inspector Level I or equivalent through NCDOI Comity
NC Fire Instructor I or IFSAC/Pro Board equivalent
NC Fire Officer I or IFSAC/Pro Board equivalent
NC Fire Officer II or IFSAC/Pro Board equivalent
Child Passenger Safety Seat Technician
NC Fire & Life Safety Educator I or TR Specialty or Hazardous Materials Technician or IFSAC/Pro Board equivalent
NC Instructor II or IFSAC/Pro Board equivalent
NFA Incident Safety Officer
Technical Rescuer Rope Rescue Series or IFSAC/Pro Board equivalent
Technical Rescuer Passenger Vehicle Rescue Series or IFSAC/Pro Board equivalent
Valid certifications awarded to prior NCOSFM certification standards accepted. Employee must meet and maintain all department training and requirements for the position. Employee may be called upon in case of a disaster, either natural or man-made, to serve the Citizens of Jacksonville and failure to serve when required may result in personnel action. Service to the Citizens during a disaster may result in the assignment of other duties, which will take precedence over duties described in this job description. Out of State applicants should provide Pro-Board, IFSAC, National Registry, or certification that can be granted reciprocity in the State of North Carolina with their application. Knowledge, Skills and Abilities Thorough knowledge of the principles and practices of fire suppression; thorough knowledge of department rules and regulations; thorough knowledge of the physical layout of the City and the location of important buildings; general knowledge of supervisory principles and practices; ability to maintain detailed records and prepare reports; ability to establish and maintain effective working relationships with associates; mechanical aptitude; ability to operate personal computer including some knowledge of applicable software packages; ability to effectively supervise others at fires and other emergencies.
