Job Description

Job SummaryUnder limited direction and in compliance with technical, administrative, regulatory, or professional standards and guidelines, supervises shift operations, monitors quality assurance, and represents the Fire Department during incident command. Manages a platoon of Fire Suppression division by maintaining staffing levels according to department guidelines. Reviews personnel placement and makes necessary changes in order to maintain staffing needs. Maintains personnel records for platoon members by reviewing entries in time management software, public safety records management system, and overtime tracking software. Responds to incidents and performs duties under incident command to manage the scene and to ensure safe and efficient operations. Monitors and maintains records of platoon activities and coordinates scheduling of activities in order to lessen conflicts. Develops and maintains lines of communications between all Fire Department divisions. Participates in the development and implementation of the Department’s strategic goals and tactical objectives. Monitors employees’ training and work assignments to ensure compliance with departmental requirements. Serves as a mentor for Department officers and those under their command. Conducts periodic and annual reviews of personnel to maintain required performance levels. Represents department during Unified Command situations and acts as Incident Commander as necessary or performs other Incident Command functions during large scale emergency incidents. Attends necessary training to maintain skills needed to manage hazardous materials, technical rescue, and fire incidents as well as department health and safety programs. Serves on special committees and task groups as assigned by the Fire Chief and Fire Division Chiefs. Serves on 24-hour recall but not restricted to travel distances/time or activities. TimeSupervise Shift Operations:

Manage a platoon of the Fire Suppression division. Ensure staffing guidelines are met and make necessary phone calls to fill all essential positions. Monitor platoon personnel records to ensure accurate contact information is maintained in order to recall employees in case of emergency. Maintain compliance with all departmental guidelines and policies by ensuring the records in time management software and public safety records management software is accurate. Act as the highest-ranking officer on-scene when responding to emergency and non-emergency incidents in order to ensure safe and efficient operations. Maintain lines of communication between all Fire Department divisions. Develop and update forms and reports in order to document the activities of platoon employees. Participate in managing, developing, and implementing departmental goals, objectives, and priorities for each assigned platoon. Help to ensure continuity of operations between shifts. Serve as a mentor for department officers and those under their command. Responsible for ensuring that all assigned personnel adhere to all City and departmental policies and procedures. Visit all City fire stations at least once a month to meet with assigned personnel to discuss issues, problems or concerns. Meet separately with all assigned Captains at least once monthly to discuss issues, problems or concerns with stations, equipment and personnel. Monitor and ensure effective scheduling for all platoon activities. Participate in the process of hiring new employees as well as promotion and discipline of current employees.50%

Monitor Quality Assurance:

Evaluate work activities/assignments and trainings in order to ensure performance and productivity standards are met by reviewing performance appraisals for all employees. Conduct personnel assignment reviews on a regular basis to ensure appropriate personnel are assigned to the proper location. Conduct periodic and annual written reviews of all shift officers’ job performance. Provide counseling/coaching as well as recommend and/or administer disciplinary action as needed. Incident Command:

Represent the Fire Department in a Unified Command or as the Incident Commander when Incident Command is utilized. Attend command staff level fire service management training to maintain skills in managing hazardous materials incidents, fire incidents, rescue incidents, and Fire Department safety and health programs.20%

Conduct Special Projects:

Conduct and implement special projects as assigned by the Fire Chief/Fire Division Chief of Operations. Supervise and serve on task groups/committees as assigned by the Fire Chief/Fire Division Chief of Operations. Subject to 24-hour recall but not restricted by travel distances/time or activities.10%Perform other duties as assigned.

Job RequirementsBachelor’s degree in a general professional or technical field or an associate degree with any equivalent combination of education, training, and experience, which provides the requisite knowledge, skills, and abilities for the job.

Minimum of six (6) years of progressively responsible fire suppression experience, with a minimum of four (4) years as a Captain or higher.

ICS or a NFA course meeting

NIMS ICS

(100, 200 & 700).ICS-300 Intermediate & ICS-400 Advanced.

IFSAC/ProBoard Fire Instructor I.IFSAC/Pro-Board Fire Officer II.Minimum of 40 hours of additional training in management and supervision.

Preferred QualificationsMaster’s degree in a general professional or technical field.

IFSAC/Pro-Board Fire Officer III.Chief Fire Officer (CFO) designation through the Center for Public Safety Excellence (CPSE).EMT. Driver’s License RequirementsValid South Carolina Class D Driver’s License.

Ability to:

Respond to and assist in a variety of emergency and non-emergency situations.

Oversee station activities, assign company activities at emergency incidents, and monitor the daily performance of the platoon.

Participate in the process of hiring new employees as well as promotion and discipline of current employees.

Maintain lines of communication between Fire Administration and Fire Suppression personnel.

Maintain personnel records for platoon members by reviewing entries in time management software, Public Safety records management system, and overtime tracking software.

Obtain and maintain required certifications.

Read, analyze, and interpret professional journals, technical journals, and procedures.

Make mathematical calculations and draw logical conclusions.

Write reports, prepare business letters, summarize meeting minutes, and compose emails in a clear and professional manner.

Develop and update forms and reports in order to document the activities of platoon employees.

Operate equipment to include protective equipment, automobile, radio, video equipment, mobile data terminal, and tools and equipment utilized in fire suppression, technical rescue, and hazardous materials incident response.

Operate general office equipment to include scanner, printer, copier, telephone, and computer with Microsoft Office Suite.

Utilize specialized software and systems to include Incident Action Plan (IAP) worksheets, public safety records management system, time management software, personnel accountability systems, and any other associated software.

Working ConditionsPrimary Work Location:

Fire stations, emergency and non-emergency incident scenes, training facilities, command vehicles, mobile command post, and emergency operations centers.

Protective Equipment Required:

Self-Contained Breathing Apparatus (SSCBA), Personal Protective Equipment (PPE), gloves, helmet, safety glasses, steel toe shoes, and hearing protection.

Environmental/Health and Safety Factors:

Occasional exposure to unpleasant environmental conditions and/or hazards. Weekly exposure to extreme temperature, wetness and/or humidity, respiratory hazards, noise and vibration. Rare exposure to mechanical hazards, chemical hazards, electrical hazards, fire hazards, explosives, communicable diseases, physical danger, or abuse.

Physical Demands:

Constantly requires standing, sitting, walking, carrying, lifting, reaching, bending, twisting, fine dexterity, vision, hearing, talking, and foot controls. Medium strength demands include exerting 20-50 pounds occasionally, exerting up to 20 pounds frequently, or exerting up to 10 pounds constantly.
