ASPX Job Purpose:
Manages the emergency services delivery system and training components of the fire service. Manages emergency response to medical, hazardous materials, rescue and fire emergencies. Assists in coordinate support to each station and personnel. Works with other Staff Officers and the Fire Chief in establishing department policy along with short and long range goals with the departmental Strategic Plan. Assumes the duties and responsibilities of the Fire Chief when requested.
Essential Duties and Responsibilities:
Develops and maintains effective working relationships with associate personnel, other County departments, local, state and federal agencies and the general public to provide the best possible service delivery systems. Serves as fire command or liaison in the County’s Emergency Operations Center for any activation for emergency situations. Serves as a member of the duty officer response and Public Information Officer and arson response. Manages the Emergency Services division to ensure continuity among all three shifts. Coordinates with the other division heads support functions that will provide the most effective, efficient and well trained emergency response force. Assists in the resolution of incidents and investigations involving injury or death to department personnel or citizens, due to fire or other related incidence. Manages the maintenance of Fire Service Fleet vehicles. Prepares and develops specifications for fire apparatus. Coordinates fire apparatus preventive maintenance program with Fleet Services. Approves repair request for apparatus and equipment. Reviews and update fleet availability reports and also reviews maintenance, fuel and oil expense to insure sufficient funds are available. Maintains a 25 year vehicle replacement program and adjusts apparatus locations to extend life expectancy due to usage. Coordinates the preparation of the operating and capital budgets for the division. Coordinates the budgeting of replacement and upgrade of fire ground equipment, special response team equipment, fire apparatus and support vehicles. Works with the Fleet Manager set the fuel, oil, and maintenance budgets for each year. Develop and implement General Operation Guidelines that comply with all Federal, State and local laws. Assist in the formulation, implementation and consistency of departmental policy, rules and regulations. Assist in the development and updating of the departments Strategic Plan to include a five year projection on growth and needs. Approves or disapproves personnel transfers within the division. Evaluates Battalion Chiefs and Training Chief and reviews Emergency Service personnel performance appraisals and pay projections. Recommends and administers disciplinary measures up to the divisional level. Interviews new hires and promotional candidates for suppression positions. Prepares information for the annual Comp stat report from the Emergency Services Division. Ensure that all data entered into the Firehouse management system is current and accurate. Develops reports to be generated annually, monthly and daily to assist the Emergency Services Division meet their benchmarks.
Minimum Education:
Associate’s degree, with 6 or more years of experience; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.
Licensing and Certifications:
