MAJOR FUNCTION
Enhance public relations, plan, coordinate, interact with citizens and deliver educational programs and informational projects in the areas fire and life safety, hazard recognition, street addressing, 9-1-1 use and operations, accident and injury prevention, special needs, and disaster preparations/survival techniques. Facilitates leads, instructs and/or coordinates a wide range of educational and informational programs to diverse populations within Polk County.
ILLUSTRATIVE DUTIES
Develops and maintains cooperation between public, civic, professional, and other agencies. Prepares and disseminates educational and informational materials to diverse public and private sector agencies, including schools, industry, and non-profit/community organizations. Assists in maintaining a schedule of events, program requests, pre-program requirements, and time allotments to ensure all activities are scheduled and completed without conflict. Aids in marketing events to broad audiences, ensuring details such as location, date, time, topic, and sponsoring agency are clearly communicated. Conducts programs to create public awareness and encourage cooperation in managing risk. Promotes public understanding through engagement with citizen groups, libraries, museums, Chambers of Commerce, service clubs, and parent/teacher organizations. Presents educational content using various methods such as lectures, skits, games, role-playing, questioning, facilitated discussions, and team-teaching activities. Creates and delivers fire and life safety programs to various groups and organizations, utilizing and supervising other Fire Rescue Division personnel assigned on a temporary basis. Coordinates and oversees the proper operation, towing, programming, supplying, scheduling, and maintenance of the Family Safety House and other assigned vehicles and equipment. Plans and organizes seminars, expos, trade shows, lectures, appreciation dinners, and public speaking engagements. Assists with the planning, training, and coordination of the Community Emergency Response Team (C.E.R.T.) program. Is subject to after-hours callouts to serve in various support roles during emergencies or disasters. Assists the Fire Marshal with Juvenile Fire Setters Intervention. Performs other related work as required.
KNOWLEDGE, ABILITIES AND SKILLS
Prerequisite skills include written and verbal communication, report writing, basic record keeping, time management, scheduling, organizing, and planning. Additional skills include the use of lesson plans with clearly identified learning objectives, methods that encourage active participation and student involvement, and strategies for developing and maintaining a positive learning environment. This also involves managing both the physical setting and student/instructor relationships, along with the proper use and care of audiovisual equipment, instructional materials, and personal computers. Abilities include an understanding of basic learning characteristics, educational methodology and instructional techniques. An understanding of human behavior during various types of emergencies, escape planning, hazard identification and correction, emergency reporting, fire behavior, injury cause and prevention, basic fire protection system devices, fire fighter personal protection equipment and gear. Ability to supervise children in learning activities. Ability to maintain a positive learning environment. Ability to communicate clearly and concisely, both orally and in writing, in individual and group settings. Ability to remain calm and breathe artificial, non-hazardous, smoke during demonstrations. Ability to establish and maintain strong working relationships with both members of the public and emergency response agencies. Must possess the skill to complete and maintain forms, records and reports. The physical demands described are representative of those that must be met by an employee to successfully perform the essential functions of this job: The ability to lift a minimum of forty five (45) pounds, stand, sit, or walk a minimum of eight hours, climb, talk and see, crawling on hands and knees for prolonged periods on time. The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job: Exposure to live fire during fire extinguisher demonstrations, able to respond to hazardous material scenes, or incidents, in all weather conditions including wind, rain, and heat.
MINIMUM QUALIFICATIONS
Graduate of an accredited two (2) year college or university or have a minimum of four (4) years’ experience in a related field performing functions substantially similar to this position. Must have a valid driver’s license or be able to secure a valid Florida driver’s license at the time of employment within this classification. A comparable amount of related training and experience may be substituted for the minimum qualifications except for an acceptable equivalency diploma or
GED. SPECIAL REQUIREMENTS
Subject to be on call for Polk County Fire Rescue and Emergency Management events or emergencies for information and education functions. May be required to report to the Emergency Operations Center to perform Emergency Management duties upon emergency activation. Ability to have flexibility in scheduling to involve days, nights, and/or weekend scheduling.

Fire Life and Safety Educator I certification within one year of hire. Certifications required within three (3) months of employment:
CPR Certification:
Must possess a valid American Heart Association (AHA) “BLS for Healthcare Providers” card or an American Red Cross “Professional Rescuer CPR” certification.
National Incident Management System (NIMS)
