JOIN OUR TEAM AS A FIREFIGHTER SUPPORT IV – PERSONNEL OFFICER!
Under the direction of the Division Chief of Personnel, plans, coordinates, directs, and supervise the activities of the Fire Rescue Personnel Division. This position involves specialized administrative work, assisting with hiring, onboarding, FMLA, evaluations, workers’ compensation, and oversight of related functions as directed by the Personnel Chief or their designee. Essential Job Functions Supervises the personnel functions under the direction of the Division Chief of Personnel as specified below, including process improvements, monitoring performance, and providing reports related to workflow and workload. Plans organizes, and supervises the work of staff engaged in personnel-related functions. Supervises preparation of reports and maintaining of information required for Compliance with identified legal requirements and government reporting regulations affecting personnel functions. Supervises the preparation and distribution of examination announcements. Participates in the administration, development, selection, construction, scoring, and analysis of written and practical examinations for various entrance and promotional opportunities within Pasco County Fire Rescue. Supervises the review, evaluation, and processing of applications. Supervises processing a wide variety of personnel transactions, including leaves of absence, promotions, demotions, performance evaluations, and disciplinary actions. Supervises the processing of employee action forms. Maintains personnel records and related files as required. Participates in interviews and recommends applicants for employment in the Fire Rescue Department. Responsible for administrative supervision of data and reports within the Human Resources Information Systems (HRIS), including NEOGOV Applicant Tracking System, Tele-Staff, Target Solutions, Firehouse, and future integrated HR programs. Supervises maintenance of position control database, staffing reports, and preparation of related reports. Participates in position audits and individual or class group pay surveys. Prepares comprehensive narrative and statistical reports. Responds to general and major combat and rescue alarms as necessary. Performs related work as required. Knowledge, Skills and Abilities Knowledge of the principles and practices of modern firefighting, rescue, and emergency medical services methods, techniques, apparatus, and equipment, and the laws that govern same. Ability to perform technical work independently. Ability to establish and maintain effective working relationships with other agencies, other officers, subordinates, civic groups, and the general public. Ability to communicate effectively using verbal, written, and visual communication. Ability to maintain records and prepare reports. Ability to present educational and training programs effectively. Knowledge of modern techniques, principles, and practices used in public personnel administration and their application to a County government. Knowledge of associated reports, payroll, Fair Labor Standards Act, and related Federal, State, and local laws, regulations, and guidelines pertaining to personnel administration. Ability to conduct research and analyze trends in various aspects of personnel work. Ability to review, correct, and evaluate work of technical reports and forms. Ability to perform technical work independently. Ability to implement personnel policies in coordination with the Personnel Chief. Ability to establish and maintain effective, cooperative working relationships with agency and department officials, employees, applicants, and the general public. Knowledge of management principles, education, recruitment, career development, and statistics. Knowledge of administrative rules for personnel management governed by local, state, and federal agencies. Knowledge of concepts, rules, and methods to comply with Pasco County Fire Rescue Administrative Policy and Procedures, Union Contract, and Equal Employment Opportunity requirements. PHYSICAL SKILLS
Ability to communicate effectively using verbal, written, and visual communication. Must meet physical requirements for State Firefighter Certification. Position requires the ability to reach, climb, pull, push, walk, stand, crawl, kneel, bend, stoop, jump, run, and drive without restrictions/limitations.
EDUCATION, TRAINING, AND EXPERIENCE
Graduation from an accredited college or university with an Associate’s degree and seven (7) years of experience as a full-time paid member of Pasco County Fire Rescue required. Two (2) years of professional personnel management / administration experience; which could constitute field-based supervisory positional leadership required.
LICENSES, CERTIFICATIONS, OR REGISTRATIONS
Must possess a valid Florida driver’s license. Certificate of Compliance from the Florida Bureau of Fire Standards and Training is required. Must be certified, at a minimum, as a State of Florida Officer II. Current certification by the State of Florida as an EMT or Paramedic is required.
