POSITION SUMMARY
This position provides administrative support services to the Custody/Support Hearing Officers and handles post-hearing filings, scheduling and processing of exceptions in the Court of Common Pleas. The position is also responsible for the transcription of testimony, in a timely manner, recorded during support hearings pursuant to PA Rule 1910.12(b)(1). The notes of testimony prepared by the transcriptionist are necessary when a party to a support action files exceptions to the recommended order of the Hearing Officer. Testimony is taken under oath from the parties and the record is stored if needed for subsequent proceedings. A digital recording system is used to record such hearings and stored on a CD which is then transcribed. The following applies to all employees of the Domestic Relations Section serving the 23rd

POSITION RESPONSIBILITIES
Essential Functions Transcribe notes of testimony using a digital recording system, proofread documents and make corrections as needed. Prepares and processes support orders, agreements, Findings of Fact, Conclusions of Law and recommended orders of the Hearing Officers and all related orders and correspondence issued or generated in conjunction with these proceedings. Reviews orders for formatting and compatibility with the state-wide computer system. Completes all relevant diary entries in equate. Schedules hearings and effectuates proper service of notice of such hearings; monitors for scheduling delays, openings, etc.; maintains case status diary on the state-wide computer system; maintains calendar system to ascertain compliance with orders, directives, etc.; processes requests by litigants to participate in proceedings by telephone; processes requests for continuances. Schedules monthly Argument Court before 4 to 5 Family Court Judges when exceptions are filed; serves notices of same; calculates costs of transcription, copying and mailing, and invoices; accordingly, advises Family Court Administrative Judge’s staff of cases to be heard; processes requests for continuances of Argument Court; and processes and serves the Judge’s Opinions and orders regarding exceptions. Completes all relevant diary entries on the computer. Responds to client, attorney, and judicial inquiries regarding status of cases at the hearing and Argument Court levels; prepares, files and serves support Hearing Officer correspondence; maintains courtrooms and posts schedules; maintains Hearing Officer scheduling book; compiles data for caseload inventory and prepares caseload reports; and reviews and completes mail alerts on the state-wide computer system.
MINIMUM EDUCATION AND EXPERIENCE
High school diploma or GED. At least three years secretarial and/or administrative experience. Strong word processing and transcribing abilities. Typing test may be required during interview process to determine words per minute and accuracy level. Any equivalent combination of experience and training that provides the required knowledge, skills, and abilities.
MINIMUM KNOWLEDGE, SKILLS AND ABILITIES
Advanced working knowledge of English language usage and comprehension, spelling, legal terms, proofreading and editing. Ability to perform multiple clerical functions, including processing, accurate data entry, filing and copying. Ability to use independent judgment and decision-making skills while performing job duties. Computer literacy, including word processing, with the ability to learn the state-wide child support computer system. Knowledge of legal terminology. Ability to transcribe. Excellent oral and written communication skills. Ability to answer inquiries and handle complaints efficiently and diplomatically from litigants, counsel, and others. Ability to perform work independently and under pressure to meet deadlines and work volume. Good organizational skills. Ability to maintain cooperative working relationships with Hearing Officers, Judges and their staff, attorneys, managers, and co-workers. Ability to handle stress. Physical presence in the office is required.
PHYSICAL DEMANDS
Sitting and typing for extended periods of time is commonplace with the advent of personal computers and electronic means of correspondence. Articulating keyboards with attached mouse pads are used to alleviate some of the stress on the hand and back muscles. Screen glare guards or modernized low glare CRTs are used to reduce eye strain.
WORKING ENVIRONMENT
The office conditions are typical for an office environment with the occasional climate control system discomfort. The stress of using a computer, especially the stress on the hand and back muscles can be problematic when performed for extended periods of time. The high volume of demanding clientele and meeting the goals of continually enhancing the effectiveness of the program are added stresses. This position description serves as a guideline for communicating the essential functions and other information about the position to the applicant/employee.
