Job Description:
JOB SUMMARY

Assist the Mail Ballot and Voter Registration coordinators with processing. Assist the Deputy Chief Registrar/Deputy Chief Clerk with the creation and proofreading of the ballot for the primary, general and special elections.  Provide support for the absentee, registration and election units and perform any and all duties as assigned.

REPORTING RELATIONSHIPS

This position reports to the Deputy Chief Registrar/Deputy Chief Clerk, and no members of work group report to this position.

ESSENTIAL JOB FUNCTIONS

Process voter registration forms received over the counter or through the mail. Also process all Department of Transportation Initial Applications, On Line Voter Registration New and Change Applications,  Cancel Request, most of which are electronically received through SURE batches. 25% Responsible for the accurate data input of all mail-in applications; creating labels, printing, collating, officially stamping and mailing all ballots. Explaining the process to counter customers and providing the opportunity for voters to apply for and vote their mail-in ballot at our counter. 25% Assist the Deputy Chief Registrar/Deputy Chief Clerk with the creation and proofreading of the ballot for the primary, general and special elections. This includes but is not limited to, entering candidate names in Hart Software. This function also includes setting up the ballots for all elections for each respective voting precinct by creating initial layouts of ballot faces. Approximately 480 Hart Verity v-drives are created for each election. Assist in conducting the primary, general and special elections according to the Election Code and all election related legislation established with the inception of the Help America to Vote Act.  15% Assist the Deputy Chief Registrar/Deputy Chief Clerk with the tally of votes on election night. This entails assisting with reading approximately 240 Hart Verity v-drives, sending tally files to county IT, reviewing final reports along with the final election results on the county and Department of State websites. 10% Participate in Official Count and Canvass of votes after each election. 10% Prepare and file all election certifications with county and state government. This involves entering results of the federal and state contests into the SURE portal with both county and precinct level totals, and sending those results to the state in digital and paper format. It also includes creating a notebook of all contest totals, including precinct level totals, to present to the election board for signing and certification. 5% Examine voter registration cards returned undeliverable by USPS. Research and update voter records if possible. When necessary, mail PA Address Verification Letters.  5% Receive Nomination Petitions from prospective candidates and notarize and review them as necessary. 5%

OTHER SPECIFIC TASKS OR DUTIES

Assist Deputy in preparing and sending letters of Certification after the election. Assist in the preparation of Certificates of Election which are sent to all elected officials after each Municipal Election. Assist in the process of our mandated Logic and Accuracy Testing. Follow the mandates of the Election Code and Help America to Vote Act to include the Statewide Uniform Registry of Electors (SURE). Perform other duties as assigned. Treat all information pertaining to voter registration and elections with professional discretion. May be required to work overtime hours during election periods.

MINIMUM QUALIFICATIONS

 One year previous office experience required. Any equivalent combination of education, experience and training that provides the required knowledge skills and ability to perform this job. Ability to read and write English.

PHYSICAL REQUIREMENTS/WORK ENVIRONMENT

While work is primarily sedentary in nature, it is necessary that the employee is able to stand for long periods of time at the counter, walk back and forth to other areas of the department to deliver mail/paperwork secured at the counter and bend forward to file forms.
