Minimum Qualifications Nature of Work:
This is clerical and investigative work in evidentiary database management for the Miami-Dade Sheriff’s Office. Work involves the application of investigative techniques and specialized evidentiary database knowledge for the processing of digital media records requests to assist the State Attorney’s Office, private law firms, civilians, and various law enforcement entities by providing relevant digital evidence in both civil and criminal proceedings. Digital evidence recorded at crime scenes or elsewhere is used for the presentation of findings for investigative and prosecution uses. Work is performed in adherence to established procedures, policies, and regulations in accordance with Florida State Statute 119. Duties include receiving public records requests for digital evidence telephonically, verbally, and electronically, researching the request, organizing the information, and producing a product to deliver to the requester. Duties occasionally require repeated exposure to psychologically harmful evidentiary digital media. Work is performed under the supervision of a technical supervisor who reviews work in progress and upon completion for thoroughness, accuracy, court presentability, and adherence to established procedures, policies, and regulations in accordance with Florida State Statute 119. Positions allocated to this class are primarily used to develop incumbents in all phases of digital evidence management and review.
Illustrative Tasks:
Must operate multiple computer terminals to access and interact with GovQA, E-OIR, CARA, Documentum, Request Log Database, E-Mail Correspondence, Network Drives, and Evidence.com. Research request received by phone, GovQA, or from supervisors in the aforementioned systems. Keep track of all assigned requests at the different stages of completion. Communicate with the State Attorney’s Office, partner law enforcement agencies, attorneys, businesses, and private citizens for clarification on requests. Research and compile evidence into digital case files to deliver all relevant evidence pertaining to assigned requests for distribution. Differentiate any additional digital evidence in Evidence.com (Crime Scene photos, CCTV footage, audio files, and other documents). Inspect evidence for redaction, clip videos, and other information that should be referred to a supervisor. Use applications Movie Maker, Adobe Premiere, and Axon proprietary software for video redaction. Provide technical support for various digital evidence software, Axon hardware (Body Worn Cameras, Taser batteries, Signal Sidearms), and applications but not limited to Body Worn Camera, video editing, and redaction. Research and review digital evidence classifications to ensure compliance with prescribed procedures and guidelines. Performs tasks and other technical functions at the direction of immediate supervisor or designee.
Knowledge, Abilities, and Skills:
Knowledge of the operating characteristics and procedural requirements pertaining to local, state, national criminal justice information systems. Knowledge of police and legal terminology. Knowledge of county, state, and federal criminal justice systems. Knowledge of Public Records Laws. Knowledge of criminal charges pertaining to statutory felonies, misdemeanors, and traffic laws. Knowledge of methods used in collecting, preserving, and verifying digital evidence and presentation of such evidence in court. Knowledge of office practices and procedures. Ability to maintain accurate operations records. Ability to develop and maintain effective working relationships with employees, supervisors, members of other law enforcement agencies, and the public. Skill in the operation and use of police data terminals and computerized equipment. Ability and skill to testify in court regarding authenticity of digital evidence.
