Deputy Police Chief – Lead with Purpose, Serve with Integrity The City of St. Cloud is seeking a dynamic, experienced, and service-driven Deputy Police Chief to join our executive leadership team. This is a highly visible and impactful role responsible for overseeing daily operations, driving major departmental initiatives, and guiding strategic planning efforts that enhance public safety and community trust. As Deputy Police Chief, you will work closely with the Chief of Police to uphold the department’s mission, vision, and core values while leading both sworn officers and professional staff. The standard work schedule is Monday through Friday, 8:00 a.m. to 5:00 p.m., though flexibility is expected based on operational needs and community engagement responsibilities. Duties and Responsibilities The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary. Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
Performs required duties as Police Chief in the absence of the Police Chief.
Formulates and prescribes policies, work methods, and procedure for the department; establishes training programs
Plans and organizes the operational and administrative activities of all divisions of the department.
Coordinates with other law enforcement agencies.
Publicly speaks and gives presentations to employees, civic groups, and other law enforcement agencies.
Responds to major crime scenes and other critical incidents.
Prepares and reviews reports of police activities.
Serves on boards and committees as directed by the Chief of Police.
Researches policies programs, legal issues, technological advances and local and state laws.
Reviews, amends, changes, and develops, policy for the department.
Assists in budget preparation and administration of the approved budget.
Performs related work as assigned. Minimum Education and Experience Requirements Certified Law Enforcement Officer with a minimum of five years’ experience in law enforcement leadership command or administrative staff level position at a comparably sized or larger agency within the state of Florida required. Bachelor’s degree in criminology, law enforcement, government administration, or related field from accredited college or university required; a Master’s degree in the same fields of study is preferred. Must have completed command level leadership training course in supervision and management as offered by education centers such as the Institute of Police Technology and Management, the Florida Department of Law Enforcement, the Southern Police Institute, the Federal Bureau of Investigation’s National Academy or similar command school. Must possess and maintain a valid state of Florida Driver’s license with an acceptable driving history. Knowledge/Skills/Abilities Has considerable knowledge of the methods, organization, planning, management and supervision of a municipal law enforcement agency as reflected in the needs and requirements of the City. Has considerable knowledge of the structure, functions and inter-relationships of state and local law enforcement agencies. Has the ability to plan and coordinate the most effective use of personnel, facilities and resources to achieve department goals. Knows how to apply supervisory and managerial concepts and principles; has knowledge of administrative principles involved in developing, directing and supervising various programs and related activities. Has the ability to offer instruction and advice to subordinates regarding departmental policies, methods and regulations. Is able to perform employee evaluations and to make recommendations based on results. Is able to develop and administer both short and long-range plans and budgets for the agency. Is able to work under stressful or dangerous conditions, often involving considerable personal risk or risk to others. Has knowledge of the occupational hazards and safety precautions of the industry and is able to enforce department safety rules and regulations. Is able to perform duties under the pressure of very high expectations for exemplary and non-erring leadership, management, professionalism and implementation of law enforcement procedures. Is able to use judgment and discretion in dealing with emergency situations, handling internal problems of the Department, reacting to public pressures, etc. Is able to show a high level of discretion and flexibility in daily operations. Has the ability to analyze trends and plan and adjust Police Department services in response to changing trends. Has extensive knowledge of up-to-date methods of law enforcement procedures. Has extensive knowledge of firearms, automotive, radio and other law enforcement equipment. Is skilled in the use of firearms. Is able to direct thorough criminal investigations. Has extensive knowledge of legal rights of accused persons and law enforcement. Has extensive knowledge of criminal behavior and methods of operation. Has knowledge of various administrative functions, including grant administration, computer operations and communications technology. Is able to analyze problems that arise in the areas under supervision and recommend solutions. Is able to assemble and analyze information and make written and oral reports concisely, clearly and effectively. Is able to comprehend, interpret and apply regulations, procedures and related information. Is able to communicate in a firm and tactful manner with various agencies, members of the public, and City departments and is persuasive in such communication. Has the mathematical ability to handle required calculations accurately and quickly. Is able to react quickly and calmly in emergency situations. Has skill in the use of computers for data and word processing.

Physical Requirements:

Must be physically able to operate a variety of machines and equipment including firearms, automobile, office equipment, radio, telephone, etc. Must be able to exert up to one hundred pounds of force occasionally and/or up to fifty pounds of force frequently and/or up to twenty pounds of force to constantly to lift, carry, push, pull or otherwise move objects. Physical demands are in excess of those for sedentary work; must be able to remain on feet for periods of time, stoop, kneel, crouch, lift, carry, push, pull, climb, balance, walk, run. Must be physically fit and able to defend oneself from attack or physical assault. Must be able to restrain, lift and/or carry adults of varying weights.
