Purpose of Job:
The purpose of this job is to provide exemplary leadership associated with and assisting in directing the overall operation of the Police Department at the divisional level. Duties and responsibilities include, but are not limited to, assisting the Chief/Deputy Chief of Police in the daily operation of leading and coordinating departmental personnel in preventing crime, the fear of crime, and disorder as well as the enforcement of laws/ordinances; building trust and confidence internally with all personnel; building trust and confidence within the community; assisting in developing the departmental budget and controlling expenditures; planning, organizing, staffing, directing, coordinating, reporting, and budgeting functions; teaching, evaluating, and ensuring the implementation and institutionalization of community-oriented policing, problem-oriented policing, and constitutional policing; continuous initiation of quality improvement of systems, processes, equipment, and technology; may serve as the Acting Chief of Police in the absence of the Chief and/or Deputy Chief of Police; and, performing additional tasks and responsibilities as may be assigned.
WORK SCHEDULE
Monday through Friday / 40 hours per week. Additionally, weekends, nights, holidays, and overtime may be required. Job Related Requirements

This position is designated as an emergency position that requires attendance at work under all types of emergency conditions. Some examples of emergencies include inclement weather, civil disturbance, major crime scenes, utility failure, fire or other forced evacuations or other incidents as determined by the Deputy Chief of Police, Chief of Police, and/or Assistant County Manager or County Manager. Minimum Training & Experience Required to Perform Essential Job Functions Associate’s degree in Criminal Justice or equivalent, and completion of extensive specialized training in law enforcement techniques and administration with seven years of experience involving law enforcement, criminal investigation, police administration and/or radio communications experience required to include a minimum of current rank as Athens-Clarke County Lieutenant in good standing. Three years supervisory/management experience required. Must possess a valid driver’s license. Requires ability to meet and maintain current certification requirements set forth in the Georgia Peace Officer’s Standards and Training Act, and must additionally attend required supervision, leadership, and/or management training. Bachelor’s degree preferred. Essential Duties, Responsibilities The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. Provides leadership to assigned personnel and throughout the department; handles employee concerns, directing work assignments, counseling, coaching, mentoring, development of followership and leadership, and disciplining employees when necessary, and completing employee performance appraisals. Consistently produces and ensures work is completed within the scope of the vision and mission of the department through empowerment of decision-making at all levels within the Police Department. Directs operations and provides leadership, mentorship, and accountability, to ensure that the vision, mission, and directives of the Chief of Police are carried out. Develops strategic plans at the division level that include goals and objectives toward improving personnel and operations, and assists with developing department-level strategic planning and organizational development. Plans and organizes activities and special events coverage, inclusive of various types of law enforcement responses to crime scenes, special events, disasters, and/or other critical incidents, which may include those incidents that require any level of tiered response utilizing the National Incident Command System. Serves as the Duty Officer, as assigned, which requires on-call and availability to make executive decisions regarding department operations, resources, and responses. Develops and delivers quality presentations for community meetings/functions as well as Departmental meetings. Attends and testifies in various courts, both civil and criminal hearings, and grand jury sessions as required. Reviews and makes decisions in regards to employee performance, counseling, mentoring, development, training, and disciplinary matters. Receives, reviews, prepares, approves and transmits applicable correspondence including, but not limited to letters, reports, bulletins, electronic mail, and other documentation using various technologies including mobile computers and field reporting software. Represents the department at various functions such as making speeches at civic and business associations, meeting with local leaders, officials, and citizens to establish goodwill and resolve/respond to issues. Reviews requests for and inventories equipment needs; requests additional equipment as necessary; orders repairs of equipment as necessary. Investigates complaints of police personnel; refers them to the appropriate supervisor or initiates internal investigations, if applicable. Responds to emergencies on and off duty. Performs random inspections of facilities, personnel and equipment and takes corrective action, as warranted. Serves on special committees within the department, community, and the government as appropriate; serves as department liaison to private and civic organizations. Coordinates with other divisions and departments on use of personnel and allocation of resources for special operations. Approves/denies release of official documents to media or to the general public; serves as departmental spokesperson for media, as needed. Confers with staff, police personnel, and others as necessary to obtain information or resolve problems; contacts command/supervisory personnel by radio, telephone, pager, voice mail, etc. for emergency responses and critical incident communications. Regularly reviews crime statistics and work schedules on a regular basis to insure proper geographical deployment of personnel; advises personnel on unusual, difficult or complex matters. Responds to public complaints, questions, and/or problems in accordance with departmental guidelines and procedures; responds to questions, complaints and requests for information/assistance by telephone or in person from the general public, news media, court personnel, employees, officials, or other persons. Maintains current manuals, policies/procedures, bulletins, map books, etc. for reference and/or review; assists in preparing various compliance reports for state certification and CALEA Accreditation. Attends meetings, seminars, conferences, and training sessions as required to remain knowledgeable of governmental/departmental operations, to promote improved job performance, and to stay current with changing policies and procedures, codes and criminal/civil case law. Provides input into the development of the Departmental strategic plan, inclusive of short-term, intermediate, and long-term goals and objectives. Maintains attendance, punctuality, and visibility within the organization, especially with direct reports working various shift assignments. Ensures the optimal condition of facilities, vehicles, and equipment through routine maintenance, repairs, and general upkeep, inlcuding clearning, minor fixes, and ongoing maintenance standards. Performs other duties as assigned. Knowledge, Skills and Abilities Knowledge of the principles, practices and procedures of the Athens-Clarke County Unified Government and the operations and functions of the Police Department. Knowledge of federal and state laws, local ordinances, departmental rules and regulations and of law enforcement practices, policies and procedures as necessary in the completion of daily responsibilities. Knowledge of developing and administering operations and staff plans and objectives for the expedience and effectiveness of specific duties of the position. Knowledge of all applicable laws, ordinances, policies, standards and regulations pertaining to the specific responsibilities of the position. Knowledge of the principles/practice of police administration, police management and supervisory techniques, general law enforcement techniques and procedures, investigative techniques/processes, crime prevention techniques, the criminal justice system and court procedures. Knowledge of the road system and the geographical boundaries of Athens-Clarke County. Knowledge of the radio codes used within public safety work and of first aid and CPR techniques.
