Finance Manager (Sheriff) 3.6 3.6 out of 5 stars 201 Poplar Avenue, Memphis, TN 38103 Position Summary Works under the direction of the Administrator and is accountable for the oversight of financial activities for the Jail Division.
Pay Grade:
55 Salary Commensurate with Experience and Education Minimum Qualifications 1. Five (5) years of experience in a managerial/supervisory capacity or a CPA of which three (3) years of experience in budgetary management; AND 2. Bachelor’s degree from an accredited college or university in finance, accounting, public or business administration, or a closely related field. 3. An equivalent combination of education and/or experience. 4.
PROOF OF EDUCATION, TRAINING, AND/OR EXPERIENCE IS REQUIRED.
Duties and Responsibilities 1. Compiles and prepares budgets, analyzes for trends, projections, and variances, interacting with upper management and County staff. 2. Performs, oversees, and reviews general and specialized accounting functions in the Jail Division based on Generally Accepted Accounting Principles. 3. Responsible for recommending improvements in the accounting system, processes, and internal controls. 4. Performs financial analyses and research; prepares status reports and projections; interprets data for others, identifies causes of variances and possible corrective actions needed, etc. 5. Directs all aspects of fiscal monitoring in the Jail Division. 6. Prepares and controls accounting records and financial reports. 7. Prepares weekly, monthly, and quarterly reports to upper management. 8. Responsible for bid specifications for jail supplies and services. 9. Supervises assigned staff and carries out supervisory responsibilities including interviewing, hiring, and training employees, planning, assigning, and/or directing work; appraising performance, discipline; addressing complaints and resolving problems. 10. Establishes operating guidelines to implement department accounting and budgeting activities and procedures, methods, and other work-related changes. 11. Develops timetables to ensure all work activities stay on projected implementation schedules. 12. Performs other related duties as required or directed. KSAs 1. Knowledge of grant-funded program administration, budget administration, state and federal funding requirements, OMB Circulars, and Uniform Grant Management Systems. 2. Thorough knowledge of accounting theory and practices and auditing procedures. 3. Knowledge of the rules, regulations, and contract requirements governing the agency’s financial record-keeping operations and skills in applying them. 4. Ability to supervise and coordinate support personnel. 5. Skilled in utilizing word processing and spreadsheet software (Word, Excel, and Access). 6. Ability to organize and report information and develop presentations. 7. Ability to communicate effectively with others both verbally and in writing. 8. Ability to establish and maintain effective working relationships with co-workers, other County employees, service providers, outside organizations and the general public.
