(Sheriff) 3.6 3.6 out of 5 stars 201 Poplar Avenue, Memphis, TN 38103 Position Summary Works under the direction of the Administrator and serves as the principal purchasing official for the Shelby County Sheriff’s Office and shall be responsible for procurement of most supplies and services.
Pay Grade:
55 Salary Commensurate with Experience and Education Minimum Qualifications 1. Five (5) years’ experience in managerial/supervisory capacity; AND 2. Bachelor’s degree from an accredited college or university in Finance, Accounting, Public of Business Administration; or other closely related field; OR 3. Duties and Responsibilities 1. Responsible for recommending improvements in the Purchasing department with processes and internal controls. 2. Accountable for planning the purchase of equipment and supplies for Shelby County Sheriff’s Office personnel. 3. Assist Sheriff’s Office division in preparing bid specifications for special need items specific to their operations. 4. Prepare requisitions along with specifications for bid purposes and make recommendations on bids. 5. Prepare specifications and requirements for RFP’s. 6. Prepare resolutions to go before the Shelby County Board of Commissioners. 7. Monitor encumbrance ledgers to ensure purchase orders have been removed from the books once final payment has been processed. 8. Supervise assigned staff Carries out supervisory responsibilities in accordance with policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning and/or directing work; appraising performance; discipline; addressing complaints and resolving problems. 9. Communicate with vendors to resolve issues over outstanding invoices, incorrect payment amounts and problems with deliveries or back orders. 10. Assist division Administrators and Chiefs with information to assist them in the budget process. 11. Maintain an open line of communication with customers and provide status to Administrator on assigned activities. 12. Develops timetables to ensure all work activities stay on projected implementation schedules. 13. Perform other related duties as required. KSAs 1. Thorough knowledge of modern management techniques and the ability to apply them in directing the work of others. 2. Knowledge of the rules, regulations and contract requirements governing the agency’ s financial record-keeping operations and skills in applying them. 3. Ability to supervise and coordinate support personnel. 4. Skill in utilizing word-processing and spreadsheet software (Word, Excel and Access) 5. Ability to organize and report information and develop presentations. 6. Ability to communicate effectively with others both verbally and in writing. 7. Ability to establish and maintain effective working relationships with co-workers, other County employees, service providers, outside organizations and the general public. 8. Ability to develop timetables, manpower projections and ability to monitor and revise as needed to meet deadlines. 9. Ability to prepare budgets, financial reports and cost analyses.
