Job Description

The Lieutenant is a sworn law enforcement officer who supervises and leads all members within the University Police Department. Plans, directs, manages, supervises, coordinates the activities and operations of patrol, policies and special events. Provides highly responsible and complex administrative support by developing and implementing policies and procedures for the department, Higher Education Authorization Act and police administration. Maintains a reporting line to the Chief of Police and University President. Provides leadership in the oversight and execution of the University’s comprehensive emergency management operations. Ensures the University community is prepared, equipped, trained and ready to respond and address the consequences of crisis/disasters. Leads institutional emergency preparedness by developing, maintaining and updating the University’s All Hazards Emergency Management Plan, operating procedures, integrating all roles and responsibilities across the campus. A strong tolerance for ambiguity is essential. 1. Enforce University policies, municipal ordinances, state statutes, and federal laws. 2. Develop, implement and manage departmental and institutional policies and procedures. 3. Develop and maintain departmental accreditation standards. 4. Receive assignments and set work priorities, coordinating tasks to meet deadlines. 5. Prepare, analyze and evaluate activity and incident reports. 6. Liaison with campus offices/departments and municipal, county, state and federal agencies. 7. Direct, schedule and lead employee and student employee teams. 8. Manage and coordinate all events – sporting, entertainment, etc. 9. Plan and develop ongoing departmental and institutional training programs. 10. Analyze and lead others through stressful situations under minimal supervision. 11. Direct supervision of sergeants with oversight of police officers, dispatchers and student employees. 12. Prepare performance evaluations, monthly and annual reports. 13. Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures. 14. Research, analyze, and evaluate new service delivery methods and techniques. 15. Operate specialized law enforcement equipment including specialized police vehicles, radios, video systems, radars, etc. 16. Stay abreast of new trends and innovations in the field of law enforcement and institutional emergency management. 17. Attend, participate and ensure representation in professional groups and meetings. 18. Manage statewide private participants fingerprinting and identification management. 19. Maintain all compliance efforts (NIBRS, POST, Racial Profiling, MULES, etc.) 20. Complete all elements of the Annual Security and Fire Report (Clery). 21. Manage contracts, systems, processes and facilities. 22. Lead all grants for police and emergency management. 23. Facilitate and maintain documentation, reporting processes and audio-visual systems. 24. Manage all police scheduling, hiring, vehicles and budgets. 25. Conduct and supervise investigations including evidentiary and digital evidence management. 26. Make independent judgments and decisions. 27. All other duties as assigned. MINIMUM QUALIFICATIONS
Education:

Bachelor’s degree

Certification/License:

Must have a Missouri Peace Officer Certification or Peace Officer Certification from a compact state

Experience:

10 years experience as a Peace Officer, NIMS 100, 200, 300, 400, 700, 800

IHE Skills:

Ability to receive and maintain a Missouri Driver’s License and complete a criminal background check

PREFERRED QUALIFICATIONS
Education:
Master’s Degree Certification/License:

Must have a Missouri Peace Officer Certification or a Peace Officer’s Certification from a compact state, CEM (Certified Emergency Manager)

Experience:

10 years experience as a Peace Officer, campus law enforcement, supervisory experience

Skills:

Ability to receive and maintain a Missouri Driver’s License and complete a criminal background check
