SUMMARY:
This position is responsible for providing support and assistance towards the security and safekeeping of the district on a day-to-day basis. Patrols School facilities and grounds to prevent disruptive or illegal actions, access to restricted areas, theft or vandalism on an assigned or rotating shift.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Other duties may be assigned Reports to school facilities or adjacent areas when serious disturbances involving students arise; works independently or as a member of a squad in stopping fights, other outbreaks; Uses a variety of techniques in crowd control to isolate trouble areas and provide maximum protection for students and others not directly involved; Questions students, faculty, and others to obtain information helpful to ascertaining the cause of the outbreaks; Works with police, city officials and other agencies involved; Patrols an assigned area in a mobile unit to prevent and investigate burglaries, larceny, arson, vandalism within school facilities and adjacent areas; Interrogates persons within the building or near the premises to obtain facts; makes routine report on investigation; Make appropriate referrals to juvenile authorities, governmental agencies and/or local law enforcement; Assist local law enforcement officers with outside investigations concerning student school attendance; Establish and maintain a liaison between the Emlenton Police, the Pennsylvania State Police, the A-C Valley School District, the students, applicable social agencies, and any other individuals or entities assigned to provide security and/or safekeeping of the District, its students, employees, personnel, campuses and/or property; Be visible within the school community by attending and participating in school functions such as Prom, School Board Meetings, campus activities, student organizations and athletic events, as requested by the District; Unless engaged in activities for which a uniform would be inappropriate, the SPO shall at all times wear the regular uniform to maintain a visible presence within the District. The SPO shall carry the weapons and other required equipment as authorized Foster relationships within the school’s staff as well as with students and parent groups; Be a positive role model through interaction and accessibility to students, parents, staff and community as a uniformed SPO; Inform and protect students in regard to their rights and responsibilities as lawful citizens; Confer with building administration in order to develop plans and strategies to and/or minimize dangerous situations on or near the campus or involving students, parents, staff and community members at school-related activities; Establish and maintain a close professional partnership with school administrators in order to provide and promote for a safe school environment; Provide security and surveillance of areas assigned, to note and report irregularities, danger practices and/or conditions, accidents, fires and other acts, which require action; Assist and protect the health, safety and welfare of the District’s students, personnel, parents and guests; Assist in the investigation of any allegations of criminal incidents which occur on District property in accordance with Pennsylvania Laws; Abide by District School Board policies and applicable laws concerning interviews should it be necessary to conduct law enforcement interview with students or staff upon the District’s property; The SPO shall not be requested to participate in student searches which are conducted by District officials. The parties hereto acknowledge that District officials may search a student based upon “reasonable suspicion”. The assigned SPO must meet the more stringent requirement of “probable cause” for purposes of student searches. Therefore, the SPO shall only conduct searches under which circumstances she/he would be entitled and permitted to do so in accordance with the laws of the Commonwealth of Pennsylvania. Further, the SPO shall not act as a disciplinarian within the District. This will make students deemed to be the responsibility of the District. However, if District Administration believes that an incident might be a violation of laws or statues of the Commonwealth of Pennsylvania, the District Administration may contact the SPO for assistance in determining whether local law enforcement interaction is necessary and/or appropriate ; Assist District Administration in the presentation of testimony or evidence in Court, juvenile or other, disciplinary proceedings; Assist the District in the enforcement of traffic control and parking laws and/or regulations on or about District property ; Recommend measures deemed necessary or appropriate for improved protection and security within the District and to protect personal property from damage and/or theft; Assist the District and its personnel in dealing with emergencies; Work with District Administration, guidance counselors, teachers and other student support staff so as to assist students and to provide services to students involved in situations where referrals to service agencies are deemed necessary; Assist in conflict resolution efforts; Assist District Administrators in the planning and implementation of the Safe School Plan ; Upon request, attend conferences between District personnel and parents or third parties regarding individual students or general safety concerns; Perform any and all other duties properly and lawfully assigned by the District Superintendent.

CERTIFICATES/LICENSES
Valid Commonwealth of Pennsylvania license to operate a motor vehicle at the time of appointment and during tenure of employment.
EDUCATION & EXPERIENCES
Training as required under 53 Pa. C.S. Ch. 21 Subch. D (relating to municipal police officer education and training); Weapons Qualification; High School Graduate; Act 120 Certification; Crisis Prevention Intervention (CPI) Knowledge of PA Laws & district policies; Minimum two (2) years police or security experience; A working knowledge of office equipment; Experience with technology that is compatible with district-wide systems, and a data management system such as video surveillance equipment; Excellent organizational skills and abilities; Current Act 34, Act 151 and FBI Clearances as required by the laws of Pennsylvania; any other clearances that may be required by law; Interpersonal, problem solving and organizational skills required to
