RELATIONS OFFICER

(CRO) Serves Troop 4: Cherokee, Chester, Chesterfield, Fairfield, Lancaster, Union, and York Counties.
Provides facts and information to the public/media concerning traffic crashes, safety programs and activities that happen within the Troop and DPS. Patrols and enforces the South Carolina Motor Vehicle laws on all highways. Enforces other criminal laws as deemed necessary. Investigates and assists in the investigation of collisions determining the cause and the appropriate violation of state law. Prepares and presents cases in court. Prepares and documents necessary reports on all Patrol activities. Provides guidance and direction to State Troopers in the performance of their duties. Actively recruits qualified applicants for employment.
Maintains awareness of ongoing enforcement/safety programs. Represents Troop in public/media arena by responding to media inquiries. Advises Troop leadership regarding public relations aspects of new or revised programs, policies, procedures and activities.
Plans and carries out programs to educate the public through schools, community events, businesses and social media about traffic safety and the agency’s mission and goals. Monitors the effectiveness of safety education and explains the Patrol’s purpose for special enforcement.
Actively recruits qualified applicants for employment with the department. Assists recruiters with events throughout the year, along with helping with PAT testing as needed. Utilizes the media and social media to reach out to the public and inform them on current employment opportunities with the agency.
Compiles and researches spreadsheets with data about traffic collision comparisons, injuries/deaths, seatbelt usage, location of collisions, and primary contributors in collisions to stay abreast of current trends.
Enforcement of all vehicle laws and other criminal laws, patrolling the streets and highways of the state.
Responsible for maintaining all equipment issued by the Department of Public Safety, to include grant items used for safety education.
Minimum and Additional Requirements

Agency Minimum Requirements:

Must have at least a high school diploma as well as the following additional requirements:

INTERVIEW PANEL

•T10•CRRU will schedule and conduct a skills assessment of the candidates applying for this LATERAL transfer position on a date to be determined.

TIME IN GRADE

•An applicant must have three (3) years of Certified Law Enforcement Experience and hold the rank of SCHP Master Trooper, Lance Corporal, or Senior Trooper.

DISCIPLINARY ACTION

•Any individual who is currently serving a suspension for disciplinary reasons or pending the outcome of an investigation shall be considered ineligible to participate in the process. An involuntary demotion during the preceding 6 months of the vacancy closing shall be considered ineligible to participate in the application and selection process.

EMPLOYEE PERFORMANCE MANAGEMENT SYSTEM

•An individual who has received an “Unsuccessful Performance” rating on the employee’s most recent performance evaluation or has received a “Warning Notice of Substandard Performance” during the 12 months preceding the closing date of the vacancy shall be ineligible to participate in the process.

PROBATIONARY/TRIAL PERIOD

•Any individual serving a probationary period shall be ineligible to participate in the process.

RESIDENCY

•Selected applicant must comply with the residency guidelines outlined in SCDPS Policy 300.47 (Residency Requirements for Commissioned Law Enforcement Officers) within 4 months of the effective date of the reassignment. SCDPS Policy #300.47 IV. Residency Regulations D. 3. Law Enforcement personnel assigned to SCDPS Headquarters shall establish a residence within Richland County or at a location that will allow them to respond to Richland County within 60 minutes. IV. C. Troop/Unit/Commanders are responsible for determining compliance with this policy and shall approve or deny requests to reside outside of the area of assignment.
Preferred Qualifications
Possess an in-depth knowledge of traffic and general law enforcement duties, weapons training, and administrative matters. This knowledge and skill was gained from personal experience and attendance in schools, workshops and seminars. The employee should have the ability to deal firmly, but courteously, with the general public and should have the ability to react quickly and calmly in emergency situations. The employee should possess knowledge relating to public information duties.
The employee is under general supervision of the Office of Community Relations Corporal, but latitude is allowed for independent decision-making. Employee is allowed limited independent decision-making authority, but does have a supervisor to consult with when needed.
Additional Comments
Overnight travel and lodging may be required on occasion.
