Be a part of the nationwide law enforcement initiative thatremoves the tools of crime from criminal organizations, deprivingwrongdoers of proceeds from their crime and impacting theinfrastructure of criminal enterprises. FSA Federal (FSA) isfocused on delivering unsurpassed services in support of lawenforcement and homeland security. We currently have a vacancy fora Senior Civil Investigator. In this role, you will be supportingthe overall mission of the United States Attorney’s Office (USAO).

Responsibilities:

The Senior Civil Investigator will conductthorough and systematic investigations relating to civil violationswithin the jurisdiction of the USAO. Cases are handled as a teammember, and may concern sensitive matters or those involvingprominent individuals, organizations or corporations; involvejurisdictional issues; and may involve obscure leads, uncooperativewitnesses, and/or conflicting evidence. Based on cases or broadlegal issues assigned to one or more Assistant United StatesAttorneys (AUSAs), participates in and conducts investigativeanalysis of an extraordinary complex and difficult nature. Casesfrequently concern exceptionally sensitive matters involving targetorganizations that are exceptionally complex in structure, such asthose with a large number of primary and subsidiary activities.

Investigations are of major interregional dimension, or arenationwide in coverage, with occasional international implications.

Typical investigations of this nature are conducted in conjunctionwith federal, state and/or local agencies, both within and outsidethe USA O’s geographic jurisdiction. Working with assigned AUSA(s),determines applicable statutory and regulatory law, and identifiespossible violations. Independently pieces together evidence thatcomes from investigators, analysts, a nd law enforcement officersstationed throughout a large geographic area or several states.

From this evidence, recognizes the target suspect or organizations’pattern of operations in order to identify information of interest,anticipate events as they unfold, and/or by instructing separateinvestigators or auditors who are working on specific segments ofthe case. Determines proof required to assist in affixing legalresponsibility for violation(s), and devises methods for obtaining,preserving, and presenting evidence for greatest litigative effect.

Performs a variety of ancillary analytical andinvestigations-related services in direct support of litigation.

Support activities include some or all of the following: Initiatescontacts with federal, state and local officials and otherorganizations and individuals related to the subject(s) ofinvestigation for the purpose of gathering and analyzing f acts,obtaining statements, learning sequences of events, obtainingexplanations and otherwise advancing investigative objectives.

Examines books, ledgers, payroll, cost reports, billing statements,invoices, correspondence, computer data and other recordspertaining to the transactions, events or allegations underinvestigation. Establishes and/or verifies relationships among allfacts and evidence obtained or presented, to confirm authenticityof documents, corroborate witness statements, and otherwise buildproof necessary for successful litigation. Defines and conductsextensive research and analysis of data relating to suspectedcriminal and civil violations, such as health care fraud or otherviolations or offenses of special concern within the USAOcommunity. Analyzes information on target individuals andorganizations by identifying relevant data sources, and extracting,analyzing and validating data. Prepares and disseminatesinformation to federal, state and local law enforcement agenciesand other appropriate entities. On a continual basis, monitors,reviews and analyzes information from multiple sources. Identifiesthe need for further research, analysis or investigation, and makesdecisions concerning the consolidation and dissemination ofinformation to various law enforcement agencies and otherorganizations. Prepares interim and final reports on progress ofinvestigations for use by AUSAs and supervisory attorneys. Includessignificant findings and conclusions, recommendations foradditional investigative actions, and candid assessments ofstrengths and weaknesses of witnesses, documentary evidence, andother aspects of case. Arranges for secure storage, preservation,organization, and indexing of voluminous documentary evidence.

Assists in compilation and analysis of documents and physicalevidence, and creation of charts, graphs, videotapes, and otheraudio-visual materials for use in motions and at trial. Providesadvice to AUSA on selection of witnesses and ensures theirattendance through subpoena or otherwise. Testifies in court asrequired. Independently or with the USAO personnel meets regularlywith designated federal agency personnel, as well as state andlocal officials, for the purpose of generating fraud investigationsand coordinating responsibilities with regard to theseinvestigations. Travels in support of investigations.

Requirements:

Bachelor’s degree required; Master’s degree preferred. Additionalexperience can be substituted for degree requirements. Formalizedtraining and certification within a specificexpertise/investigative field. 20+ Years of related experience.

Demonstrated experience in managing complex Criminal/Civil/NationalSecurity/ investigations. Experience managing within a specificinvestigative field. Significant experience testifying in courtmatters. Foreign language skills are preferred. Demonstratedliaison/coordination skills Equivalent combination of relevanteducation and experience may be substituted as appropriate Musthave excellent written and oral communication skills. This positionrequires U.S. Citizenship and a 7 (or 10) year minimum backgroundinvestigation.
