JOB SUMMARY

Internal dispute resolution within the Department of Revenue is a function of the Informal Dispute Resolution (IDR) business process. IDR is responsible for review of informal protest of proposed audit assessments, denied refund claims and collection billings. Review of an informal protest begins with Intake, a subprocess within IDR. The duties of a Tax Law Specialist within Intake will encompass job tasks that are necessary for operation of Intake. For purposes of managing incoming protest cases and their impact on IDR total inventory, the work duties of these positions will also overlap with performing some of the job duties that are generally required of a tax conferee within a tax unit of IDR. Specific duties of a Tax Law Specialist within Intake will include but are not limited to the following: Reviewing protest filings and determining if the request for informal protest review is statutorily timely and meet the administrative code requirements for acceptance. Reviewing and validating audit file record requests are from authorized persons, compiling and screening the requested files for required redactions, and processing a copy of the audit file for electronic transfer to the authorized requesting party. Reviewing and triaging informal protest cases accepted into Informal Dispute Resolution for inventory management and report building based on factors that include, but are not limited to, the tax type, business name, protest issue, amount, review periods and relevant dates. Resolving certain types of disputed audit assessments, denied refund claims and collection billings by conducting informal protest reviews that culminate with issuance of a Notice of Decision, Notice of Reconsideration or Closing Agreement expressing the Department findings.

MINIMUM REQUIREMENTS

Six years of professional tax auditing or tax accounting experience reviewing, analyzing, and examining tax documents and/or financial documents that demonstrates proficiency in the interpretation and application of accounting principles, auditing procedures, and/or reviewing audit work papers.• Two years of experience with evaluating, analyzing, and interpreting statutes, rules, case law, and policies. Two years of experience in writing technical correspondence which demonstrates proficiency in applying statutes, case law, and rules.

SUBSTITUTIONS

A bachelor’s degree from an accredited college or university with a major course of study in accounting or area of business and four years of professional experience in a tax administration program, business administration, public relations, investigations, or complaint resolution. Master’s degree from an accredited college or university with a major course of study in accounting or business administration, OR possession of a Certified Public Accountant (C.P.A.) certificate can substitute for one year of required professional experience described above.

PREFERENCES

Two years of experience in the use of computers and software programs, with emphasis on Microsoft Word, Excel, and office automation techniques. Experience with the Department of Revenue’s SAP computer system. Experience auditing Florida Sales and Use Tax. Two years of experience in giving presentations or conducting meetings with others.

SPECIAL NOTES

The position is eligible to work remote two days a week.

SALARY:

The tentative salary is $71,486.04 annually.
