The Maine Municipal Bond Bank (MMBB) is seeking an experienced and dedicated In-House Counsel to join our team and help us improve the lives of Mainers and visitors through infrastructure projects and community development.

Position Overview:
As In-House Counsel, you’ll play a vital role in providing legal services to MMBB and the Maine Governmental Facilities Authority (MGFA). You’ll work closely with our Boards, staff, and external counsel to ensure compliance, manage contracts, oversee loan agreements, and provide legal opinions for bond closings. You’ll also represent MMBB and MGFA in public settings and support operations through legal analysis, policy updates, and more. Key Responsibilities:
Collaborate with Bond Counsel, Tax Counsel, and Underwriter Counsel to provide enforceable legal opinions. Ensure compliance with state and federal laws and regulations. Review contracts, tenant matters, and loan agreements. Attend Board meetings and provide legal guidance. Conduct research, draft memoranda, and legislative testimony. Represent MMBB and MGFA in public and stakeholder settings.
What We’re Looking For:
A valid license to practice law in Maine and good standing with the Maine Board of Overseers of the Bar. Knowledge of debt issuance, tax-exempt debt, commercial lending, mortgages, and UCC filings. Strong organizational, time management, and communication skills. Ability to work independently, prioritize tasks, and meet deadlines. Familiarity with Maine’s legislative process and statutory requirements.
Working Conditions:
This position is based in a normal office environment, with regular use of computers and seated work. Reasonable accommodation will be provided as needed.
