30-30 Thomson Avenue, LIC, NY 11101 The NYC Department of Design and Construction (DDC) seeks a Deputy General Counsel to provide legal advice and counsel to DDC’s General Counsel and Senior leadership team, with a focus on Alternative Project Delivery, including but not limited to Design Build, Progressive Design Build and various forms of CM/Build contracts. The selected candidate will also handle transactional matters related to design and construction, and general legal issues related to procurement and construction law, including all City, State and Federal regulations concerning matters impacting procurement and administration of construction projects. The candidate will have experience in (i) procurement law and construction law, with specific experience in alternate project delivery methods; (ii) procurement of design professionals and construction contractors; and (iii) contract administration issues including claims analysis, delay claims analysis, review of potential change orders, and closeout of contracts. This position also includes litigation support for commercial, tort and affirmative cases related to Alternative Project Delivery, as well as administrative matters involving Comptroller claims and the CDRB, among other types of claim and litigation related matters. The selected candidate may also be expected to assist with any other types of assignments and projects needed. The candidate will handle their own workload in addition to supervising various employees’ day to day, as well as supervising work on matters related to specific projects. EXECUTIVE AGENCY COUNSEL – 95005

Minimum Qualifications Admission to the New York State Bar; and four years of recent full-time responsible, relevant, satisfactory legal experience subsequent to admission to any bar, eighteen months of which must have been in the supervision of other attorneys, in an administrative, managerial or executive capacity, or performing highly complex and significant legal work. Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment. Preferred Skills Must demonstrate competency and/or history of consistent quality performance in the following areas: Procurement law and construction law project delivery methods such as design-bid-build, design-build, progressive design-build, and CM-Build (CMAR / CMGC) procurement of design professionals and contract administration procurement of construction contracts and contract administration and certified by the Design Build Institute of America or other organizations that provide training and continuing education in procurement law, construction law, and various project delivery tools. Graduation from an accredited United States law school as defined in the Rules of the New York Court of Appeals (Sections 520.3 or 520.5) or admission to the New York State Bar, and minimum of 10 years’ experience practicing public sector law in New York State preferred. 55a Program This position is also open to qualified persons with a disability who are eligible for the 55-a Program.
