    Organizational Unit Overview The Department of Parking and Transportation Services is an auxiliary service of East Carolina University.

The department is within the Division of Administration and Finance and reports to the Associate Vice Chancellor for Campus Safety and Auxiliary Services. The Department of Parking & Transportation Services strives to fulfill the parking needs of the University community by efficiently and effectively managing, planning, operating, and maintaining the University parking lots. Our staff is committed to accomplishing our goals through registration and enforcement procedures administered with the highest level of consistent and equitable service.
The Parking and Transportation department is responsible for the registration and identification of all vehicles operated by staff, faculty, students, and visitors who utilize University Parking facilities. The department is also responsible for enforcement of the ECU Parking and Transportation Regulations, and for the collection of parking fines issued when violations of the regulations occur. The department is also responsible for the maintenance of all campus parking facilities, parking equipment, and vehicles under their jurisdiction. Other responsibilities of the department include: working with external partners to facilitate vehicle rentals for ECU staff, faculty and students traveling on university business; providing parking and staffing for special events held on campus; and serving as a informational center for individuals visiting the campus.

Job Duties Facility Maintenance:

This position will perform university-wide parking facility inspections and maintenance tasks. Parking facility inspections and reports may include but are not limited to parking lot conditions, sign conditions, drainage problems, utilization, and inventory. If necessary, this position will also generate, create, schedule, track and complete work orders using Facilities Services and Parking & Transportation’s current asset management system. This position will also be involved in repairs of the parking facilities and assets as needed or assigned. Examples of repair activities are; coordinating garage maintenance to include gates, LPR systems, pay stations and electronic signage. sign cleaning and replacement, painting of parking lots, parking lot surface maintenance as well as installation and removal of barricade equipment.

Micro Mobility Programs:

This position is responsible for aspects related to the campus micro mobility programs. Work can include but is not limited to: coordinating and facilitating removal of illegally parked or abandoned bikes, scooters and other micro mobility devices, occupancy counts for various micro mobility devices (e.g., bicycles, e-scooters), user education and safety promotion, station location database management, and physical inspections of stations and devices. Work will also include tasks associated with ride-share programs such as the equitable redistribution of devices, and monitoring equipment conditions. This position will also act as a liaison to contracted micro mobility program operations staff.

Enforcement:

This position will be responsible for enforcing parking and transportation regulations on campus. Duties include patrolling designated areas to ensure compliance with university parking regulations, issuing citations for parking violations, documenting and reporting parking-related incidents, assisting with traffic control during special events, and providing information and assistance to campus community members and visitors regarding parking policies and procedures.

Departmental Vehicles:

This position is responsible for the appropriate inspection of all vehicles assigned to the Parking and Transportation department. Inspection of vehicles will include but is not limited to reviewing mileage logs and fuel usage reports and report significant discrepancies to supervisor, recording and reporting cleanliness, damages, gasoline levels, tire, and other operational issues. This position will also collaborate with other university departments and/or external university partners to schedule timely inspections and/or maintenance for Parking & Transportation departmental vehicles. This may require transporting vehicles to and from the university garage, Motor Fleet Management in Raleigh, NC or other service centers. This position will also collect monthly mileage logs, review logs for accuracy, prepare vehicle utilization reports, and ensure new mileage logs are properly prepared and readily available in each vehicle for use at the beginning of the following month for Parking & Transportation vehicles.

NC Motor Pool Management Coordination:

This position will work under the guidance of the Director or their designee to assist in coordinating activities with the North Carolina Motor Fleet Management. Responsibilities include supporting the coordination of vehicle requests and reservations for university staff and faculty, ensuring compliance with state motor pool policies and procedures, preparing and submitting necessary reports and documentation, and aiding in the management of ECU’s fleet of state-owned vehicles.

Direct Support:

This position directly reports to the Assistant Director and will also help support the Event Coordinator/Enforcement Supervisor and/or the Director as needed. Support can include events, projects and/or other duties as assigned.

Inventory Control:

This position will be responsible for keeping appropriate inventory control of all assigned equipment. This position may assist with inventory of other departmental supplies and equipment.

License or Certification required by statute or regulation None
Preferred Experience, Skills, Training/Education License or Certification required by the Department Valid NC Driver’s License
