$25.77 – $37.16 Buncombe County is hiring for two full-time Case Coordinator positions with the Pretrial Support Services Program (PSSP). These roles are part of the Department of Justice Services and report directly to the PSSP Case Coordinator Supervisor under the leadership of the Pretrial Support Services Program Manager. The Pretrial Support Services Program includes a team of up to seven Case Coordinators. Together, they monitor individuals involved in the justice system in accordance with court orders issued by judicial officials. This position plays a critical role in supporting individuals who have been accused of crimes by helping them stay in compliance with legal requirements, while also promoting community safety. A typical day in this job may involve processing daily reports submitted to the courts, conducting enrollment interviews with assigned individuals at the jail, and communicating with clients to support compliance. Additionally, any instances of non-compliance will be reported to the courts and other daily operational tasks will be completed as assigned. This position is a Monday through Friday, 8:00 a.m. to 5:00 p.m., In-Office position , based at the Buncombe County Courthouse. Free parking is available. Candidates must successfully pass a background check to meet certification requirements for access to the FBI’s National Criminal Information Center (NCIC). Purpose of the position:

The purpose of this position is to perform case coordination and direct services to justice involved individuals based on assigned justice services program. Minimum Education, Training and/or Experience (required at time of hire): Bachelor’s degree in Criminal Justice or a related field and two (2) years of related case management experience working with a criminal justice population, or a substance abuse/mental health population; or an equivalent combination of education and experience. License or Certification Required by

Statute or Regulation:

Currently certified or obtain certification within one year as a Pretrial Services Professional. Currently DCI-Certified to access the FBI’s NCIC System or ability to obtain certification within six months.

Essential Functions of the position:

Case management to include screening needed and creating service/diversion plans, facilitating classes, connecting participants to community resources as needed, and developing transitions/follow-up plans for participants no longer enrolled in program. Process eligible cases through the system in an organized and timely manner; Ensure accurate and timely documentation of participant information to ensure quality assurance and outcomes of programs being offered. Participate in treatment team meetings, to include treatment court staffing meeting and court sessions, diversion classes and/or re-entry meetings. Monitors and tracks client progress and participant program compliance to include performing drug testing, advocating for participant needs, providing personal support, education, and crisis management sufficient to promote recovery, rehabilitation, and progress. Appear in court as needed to testify regarding case coordination activities. Support Pretrial Screeners as needed by completing risk assessment investigations for first appearance and bond hearings. Perform other related duties as assigned.

Knowledge, Skills, Abilities:

Knowledge of practices and procedures of the court system and various ways to expedite the processing of defendants through the court system. Knowledge of federal, state, and local laws pertaining to law enforcement work, including North Carolina Statutes pertaining to the commitment, confinement, and release of inmates. Knowledge of human services systems, including behavioral health and substance use treatment. Knowledge of case management, including interviewing as well as motivational, resource connection, and accountability measures. Ability to utilize crisis management and de-escalation techniques as necessary. Knowledge of information verification techniques including the use of CICS computer terminals. Ability to exercise sound judgment in emergency and routine situations and to adopt quick, effective, and reasonable courses of action. Ability to present accurate information in court in an appropriate manner. Ability to follow oral and written instructions. Ability to prepare clear and concise reports; prepare and type reports with speed and accuracy required. Ability to establish and maintain effective working relationships as necessitated by work assignments. Ability to take prompt and effective action during detention facility emergencies.
