Description of Work The Judicial District Manager (JDM) oversees the daily operations and fiscal management of their assigned district while supervising a staff. The JDM is responsible for all personnel policies and procedures in the areas of retirement, benefits, performance evaluation, disciplinary actions, grievances, investigations, time/leave recording, and staff development according to established Department of Adult Correction policy and procedures and as specified in North Carolina General Statutes. The Judicial District Manager (JDM) provides leadership to front line supervisors in the district offices and analyzes operations to assure sanction compliance by staff and determine trends in offender caseloads. The JDM is responsible for developing appropriate staffing plans to meet offender needs in the district. The Judicial District Manager (JDM) reviews the work performance of all subordinate personnel to ensure balance of work assignments and overall performance consistent with established work performance standards. This task is achieved through a variety of means including conducting random case audits, reviewing printed data, oral communication with front line supervisors, web-based reports, and the NCVIP performance evaluation system. The Judicial District Manager initiates, approves, updates and maintains written contract agreements with all placement agencies in the Judicial District and maintains security clearance to provide accuracy in CSAS (Community Service Automated System). The Judicial District Manager is the chief liaison between Community Supervision, the general public, community agencies, law enforcement, and other criminal justice agencies. The position is the point of contact for media issues within the Judicial District as well as serving on District local task forces, community boards and committees. The Judicial District Manager (JDM) is responsible for the utilization of computer technology within the Judicial District. The JDM reviews and evaluates the work of staff and encourages or directs the use of such equipment to enhance employee efficiency, improve supervision services, promote public safety, and reduce operational cost. It is the responsibility of the JDM to review technological needs and programs to ensure that employees are adequately trained to utilize the equipment to its greatest potential. As site security coordinator for the Judicial District, the JDM is charged with the responsibility of ensuring that staff are assigned the appropriate security level and that authorized employees are granted access to obtain needed information. The Judicial District Manager is frequently requested to assume additional duties and special assignments that often have a major impact on the Division’s operations. Special assignments include, but are not limited to, serving on various Division committees and task forces, serving on local community boards and committees, conducting special investigations (i.e., death row, clemency/pardons), disciplinary investigations, public relations activities (i.e. job fairs, festival booths, civic organizations), and community policing. This position has daily contact by telephone, written communication, and personal contact with various staff throughout the District including Chief Probation/Parole Officers, Probation/Parole Officers, Judicial Service Coordinators, Field Specialists, and administrative personnel. Other daily contacts may include Assistant Division Administrators, Division Administrators, Division Office personnel, NCDAC Personnel, Administrative Services staff including HR and purchasing staff, MIS, DAC Site Security personnel, Criminal Justice agencies, offenders, community resources, Judicial officials, victims, general public, Deputy Secretary’s Office, and Director’s Office. This position is multi-dimensional, working in the functional areas of fiscal, operations, and personnel. The Judicial District Manager (JDM) performs a considerable portion of his/her work in an office setting. However, the varied responsibilities of the position require the JDM to travel in rural, isolated areas, prison units/facilities, and heavily populated urban areas with high crime rates. The JDM is routinely expected and required to perform in environments that present imminent exposure to hostile situations and individuals including employees, offenders, offender family members, victims, victim family members, and citizens within the community.
