Position Summary
The Regional Highway Safety Office Director position is a highly responsible administrative, technical, andmunity relations position involving the planning, coordination, and management of aprehensive highway safety program for the East region of Alabama. Primary functions of this position include traffic safety related grant writing, as well as administering on-going grants. This position will also be responsible for researching and planning future grant applications for the highway traffic safety office, as well as for local law enforcement agencies in the region. The Director will also be tasked with, awarding grant funds to law enforcement agency sub-grantees in the region; establishing and maintaining professional relationships with police chiefs, sheriffs and other law enforcement personnel in the region to coordinate engagement and collaborate activities with themunity.
This position is responsible for planning, designing, coordinating, managing, and evaluating a variety ofmunity highway safety initiatives oriented toward reducing the number of highway crashes, injuries, and fatalities within fifteen counties. Specific program areas include, but are not limited to, countermeasures relating to driving under the influence (DUI) and excessive speeding, the use of safety belts and child restraints, distracted driving, bicycle and pedestrian safety, traffic safety research and analysis.
The person selected for this position is accountable for promoting national and state priorities through highway safety programs. The Director encourages law enforcement officers and leaders to support the enforcement of traffic safety laws, particularly those dealing with impaired driving, occupant protection, distracted driving, and speed management. Additional activities include collaboration with other highway safety partners and stakeholders and to build a network of contacts within the law enforcement and traffic safetymunity.
Work is performed under the general supervision of the appointing authority (working within the policies of housing agency, Central Alabama Community College) with considerable independence and latitude in formulating, interpreting, and ing policies, rules, regulations for the operation of this program.
Included in this work is the management of the highway safety office on the campus of Central Alabama Community College along with extensive coordination with local and state law enforcement agencies,munity resourceanizations, and the Alabama Department of Economic and Community Affairs (ADECA). Additionally, this position requires constant analysis of highway safety training & education needs and the provision of training sessions, seminars, educational presentations, and other related activities as needed.
•This is a full time temporary, grant-funded, and probationary status position; 100% employer paid benefits. Continued employment is dependent on continued funding.•This position will be based on the Childersburg Campus located at 34091 US Highway 280, Childersburg, AL 35044.

Essential Duties and Responsibilities
Plans, develops, coordinates, manages, and supervises the activities of the local highway safety program including a determination of the magnitude of the highway safety problem, monitoring the approaches taken, and evaluating program effectiveness.
Coordinates the collection of statistical reports on highway deaths, injuries, and property damage, including impaired driver involvement, the rates of recidivism, number of arrests and penalties imposed by the courts. Conducts other research related to highway safety issues as needed.
Network with the region’s law enforcementmunity and promote traffic safety priorities. Recruits law enforcement participation in highway safety activities and programs that enhance the success of achieving the SHSO highway safety goals and objectives.
Plans and supervises periodic surveys to monitor percentage of safety belt and child restraint use and identifies target areas for rmending the most effective traffic enforcement strategies.
Assume a leadership role in the promotion of traffic safety issues relating to the seat belt and impaired driving enforcement programs and in promoting the State law enforcement challenge.
Work with the law enforcement leadership and associations to assist with the development of effective countermeasure programs for Federal funding.
Conduct needs assessments to determine specific problems and priorities that can be addressed through grant programs.
Provide enforcement program technical assistance to localmunities, including data/ problem identification, best practice strategies and programs, and grant development process.
Provide technical support for statewide and local enforcement partners on programming initiatives.
Review statewide work plans for enforcement cooperatives and make rmendations for approval.
Researches and responsible for the maintenance of current crash data( C.A.R.E. system).Interprets current Highway Safety Plan to ensure that the overall program and all the federal subcontracted agencies are focusing on proper enforcement actions and hot spot areas.
Conducts and coordinates workshops, seminars, and training sessions on highway safety issues at the local, state, and national level for line and management personnel in law enforcement, the judiciary, education, and private industry.
Coordinates and works withmittees and submittees within themunity on various highway safety and related drug and alcohol abuse problems.
Coordinates highway safety programs with other law enforcement and criminal justice agencies as required. Develops and maintains a library of resource materials (books, films, DVDs, brochures, pamphlets) relating tomunity highway safety issues. Office serves as a clearing house of information on highway safety to the public for informational resources and agency contacts.
Promotes highway safety relatedmunity awareness programs through media/press releases, development and distribution of public service announcements, instruction in schools, business, and industry.
Maintains membership in local and national professional safety and law enforcement associations to network and stay current with local, regional, and national issues pertaining to highway safety.
Qualifications
REQUIRED MINIMUM QUALIFICATIONS
High school diploma or GED Certificate.
Two (2) years employment as a police officer or related field in law enforcement.
Valid Alabama Driver’s License.
Must be insurable by the colleges’ insurance carrier.
Kledge of general police methods, practices, and procedures.
Deep understanding of andmitment to traffic safety programs and issues.
Demonstrated exceptional oral and writtenmunications skills.
Demonstrated understanding of traffic safety data, trends, and analysis.
Project management, administrative process and procedure, and management abilities.
Ability to manage multiple, concurrent tasks/relationships.

PREFERRED QUALIFICATIONS
Prior law enforcement experience in a supervisory, administrative, and/ormand level position.
Traffic law enforcement and overtime enforcement management experience.
Facilitation and leadership experience.
Kledge of highway safety related issues. Ability to plan and schedule and conduct training sessions, seminars, and workshop and public presentations on issues related to highway safety.
Kledge of law enforcement related issues with regards to traffic enforcement. Ability to plan and schedule and conduct training sessions, seminars, and workshops to assist eligible agencies with participation in the law enforcement programs.
Possess public relations skills and the ability toanize and coordinatemunity resources for the evaluation of problems and the setting and aplishing of goals.
Ability to monitor federal, state, and non-profit grant programs and to prepare grant applications and administer grants received by state and federal agencies. Ability to manage office division budget.
Kledge of the criminal justice system and all relevantponents of the system.
Kledge of techniques for the collection and analyzing of data relating to highway safety issues. Ability to coordinate and make effective presentations for a variety of professional and civicanizations. Ability to deal with allernmental, public agencies and individuals in a courteous, tactful, and effective manner.
Familiarity with the law enforcementmunity traffic safety program and Highway Safety Plans.
