SUMMARY:
The HS&E Coordinator is responsible for managing all aspects of safety, training, and compliance at Hotard Shuttle. Reporting to the Director of Safety, this role plays a key part in developing and executing safety initiatives, overseeing training programs, ensuring regulatory compliance, and supporting accident prevention efforts. The Manager will help uphold Hotard Shuttle’s commitment to safety, operational excellence, and superior customer service while ensuring alignment with company, state, and federal standards.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Although additional duties and related tasks may be assigned, the essential duties and responsibilities of this position include the following: Regulatory Compliance & Program Oversight Ensure full compliance with all federal, state, local, and company safety regulations and contract requirements. Develop, implement, and enforce comprehensive safety and compliance programs, policies, and procedures. Maintain all required safety manuals, procedures, training programs, and compliance documentation. Act as the Designated Employer Representative (DER) for DOT, FMCSA, and non-DOT drug and alcohol testing programs. Maintain accurate and up-to-date compliance documentation, training records, and regulatory filings. Maintain Driver Qualification (DQ) files in Avatar DriverHub, ensuring they are current, complete, and audit-ready in accordance with federal and company requirements. Monitor driver Hours of Service (HOS) to ensure compliance and address any violations or trends of concern. Training & Safety Program Leadership Lead the development and structure of all driver training programs—classroom and behind-the-wheel—ensuring content is effective, safety-focused, and executable by Safety Trainers. Provide training and ongoing guidance to drivers on compliance-related topics, including HOS, DVIRs, and accident reporting. Conduct ride-alongs, safety observations, and remedial or upgrade training as needed. Assist in facilitating monthly safety meetings, ensuring alignment with defined goals and performance metrics. Accident Investigation & Risk Management Under the direction of the Safety Director, investigate accidents and incidents, perform root-cause analyses, and recommend corrective actions to prevent recurrence. Develop and oversee evaluations of driver routes for safety and operational efficiency. Driver Hiring & Onboarding Coordinate all aspects of driver hiring, including scheduling pre-hire screenings (drug, PAT, baseline), background checks, and onboarding activities. Maintain audit-ready Driver Qualification (DQ) and training files in DriverHub. Conduct on-board driver evaluations and 30/60/90-day wellness check-ins. Site Oversight & Collaboration Travel to field locations as needed to conduct audits, safety assessments, and monitor program effectiveness. Collaborate with Operations and HR to establish and align standards for fleet safety, hiring, and training practices. Serve as a subject matter expert and internal resource for managers and team members on safety and compliance matters. Reporting & Continuous Improvement Compile and distribute key safety and compliance reports to management. Collaborate with other managers on policy implementation and performance improvement initiatives. Stay current with industry trends, regulatory updates, and best practices through ongoing professional development. Experience Required:
Bachelor’s Degree in Business or equivalent experience High school diploma or equivalent 1 year experience supervising staff of at least ten or more Safety, Training and DOT Regulation experience Certificates, Licenses, Registrations Class B Driver’s License with a passenger endorsement and air brakes certification highly preferred but not required.
