Together with the US Offshore QHS Director, the Manager, Offshore Health & Safety (MH&S) heads up the Health and Safety discipline for the US Offshore QHS department for all US projects. The MH&S will drive business performance and policy by developing and executing health and safety programs at the business level and plans at the project level according to US legal requirements both onshore and offshore. The MH&S will prepare and enforce policies to establish a culture of health and safety through analyzing operational errors to identify a more effective and efficient way of operating. The MH&S will own the compliance of on-site health and safety activities which requires leading a team of safety experts within the US and international offshore business. The MH&S will drive business performance using tools such as safety management systems, auditing and inspecting, emergency response planning, human operational performance, and a strong KPI strategy.

The MH&S, with support from the Project Health and Safety Leads (PHSL), will manage ownership of a process-based project Health and Safety Plan that is in alignment with Avangrid’s Offshore Business Safety Management System. The MH&S will ensure elements of safety engineering, assurance and control, and continuous improvement principles are implemented throughout the H&S plan. The MH&S will guide the health and safety team’s responsibilities on the project related to all procedures through all phases, considering aspects of HSE contractor minimum requirements, overall safety procedures, project H&S objectives, and H&S reporting on nonconformities, opportunities for improvement and audit findings.

The MH&S will be responsible for the health a safety department’s management objectives so that all project and operational sites are driven by set requirements coming from the objectives. The MH&S will develop a safety strategy to serve as a guideline to the US offshore business from aInternal Usemid-and long-term perspective. The MH&S will regularly identify areas for improvements through lessons learned and the coordination, communication and implementation of improvement plans.

The MH&S will be the process owner for health and safety inspection plans defining the inspection strategy based on project requirements and supply chain development, these plans will ideally be synchronous with the marine warranty teams. The MH&S will set forth of the most appropriate audit and inspection approach for each major component including the preparation of the appropriate tender documentation defining minimum requirements or the relevant job descriptions. The MH&S will participate in and contribute to project technical committees providing general health and safety updates on the project’s technical development. The MH&S will manage the process of capturing health and safety lessons learned for each department and package, including the implementation of lessons learned from other projects by the project team.

The MH&S position requires a solid understanding of a matrix organization and understanding of large-scale project milestones and set up across multiple international stakeholders. Basic understanding among the difference of corporate, construction and operations across multiple cross functional groups. The MH&S must possess a solid understanding of engineering project logistics, large scale project management, international procurement procedures and overall business development in the offshore industry. The MH&S must have experience working with and guiding third-party contractors through project deliverables, conflict resolution and change management. Internally, the MH&S is a team player and contributor to business development, working closely together with Quality and Environmental at the business level. Externally, the MH&S will be strong, respectful and determined towards contractors and manufacturers to assure they stringently follow Avangrid requirements. Work closely together with the Principal Quality Manager and Environmental Manager at the business level in developing, updating, distributing, maintaining and ensuring that the US Offshore Business Health & Safety Management System become integrated and well implemented at Business and Project levels.

Develop, organize and direct the objectives of all health and safety personnel in the offshore wind business unit, both at the business level and within each US offshore project. Manage, advise and train HSE Site Advisors and personnel to confirm duties are accomplished; participate in status meetings; implement improvement measures.

Foster a working environment both, in the office and in the field, where the impact of personal actions is realized as influential to the health and safety of all personnel. Nurture the safety mindset as one that organically develops and connects all aspects of the Avangrid’s US offshore wind business. Safety should be a way of thinking not a chore to be completed, the MH&Smust embody this persona.

Drive the health and safety department of the US Offshore business by setting up primary and secondary objectives.

Specifically:
  • Establish, implement, and manage the specific project site plan to define HSE requirements, outline the Emergency Response Plan, and detail Hazardous Materials disposal plans
  • Plan project site HSE target metrics for accident frequency, loss-time injury rates, restricted work injuries, first-aid cases, medical treatment cases; monitor each site team’s performance via project score cards to ensure stated objectives are met
  • Evaluate and implement compliance procedures for federal, state and local specific HSE and legal requirements, dangerous goods handling, OSHA regulated Energy Isolation/LOTO, BOEM/BSEE HSE requirements for all Projects
  • Develop and manage task specific Risk Assessments pertaining to the development and construction of offshore wind farm projects
  • Plan (conduct / participate as needed) in health and safety related inspections, assessments, audits, reviews; assist in accident investigations and initiate root cause analysis
  • Confirm all incident reports are classified correctly; risk categorized properly, corrective action implemented and investigated when required.

Internal UseDevelop the Health & Safety departments resources to effectively support each project and a culture that is health and safety oriented. Regularly advise engineers, managers and directors about any health and safety issues related to engineering, fabrication and construction of all offshore (an onshore) assets within the project.

Implement and maintain health and safety frameworks agreement with third party providers in the US offshore market, developing business that supports the logistical needs of health and safety factors regarding third party services. Develop, implement maintain criteria and schedule for health and safety inspections through all phases of the projects, including (but not limited to) marine warranty, offshore surveying, offshore contraction, port operations, and onshore works.

Implement stringent health and safety control functions such as health and safety activity plans, audit schedules, reporting measures and recording keeping. Develop policies and documentation to be maintained by the department including the evaluation of effectiveness of contractors on site, including a functional PPE program for all offshore business personnel.

Implement and maintain a proper pre-qualification process of contractors at business level to ensure compliance with Avangrid’s health and safety requirements, and support project resources with the evaluation of tenders, ITT, technical assessment etc. Familiarity with ISNetWorld beneficial.

Utilize risk management principles to evaluate potential risks of design solutions to drive continuous improvement of management systems that are ‘fit for purpose’ to ensure end user compliance. Develop an ‘audit program’ of geotechnical and geophysical survey providers, manufacturers, logistics, transportation and installation, consecution constrictors and related (sub)contractors that qualifies them industry best practice, statutory/regulatory and Avangrid’s health and safety requirements, including effective and documented follow-up actions utilizing appropriate action tracking database system.

Ensure that as part of the health and safety services, that there is available resource to provide any training related to the health and safety management services and provide delivery/assistance with any training where possible. Providing guidance and ensure delivery of training to project personnel, including supervising health and safety inspectors, technicians and other staff and provide guidance. Represent Avangrid Renewables in industry forums. Skills, Knowledge & Experience (to be posted)Demonstratable experience highlighting an acute understanding for the extent to which health and safety affects all aspects of a project including engineering, fabrication, contracting, safety and operations, and subsequently reducing time and costs.

Intimate knowledge of US Occupational Health, Safety and Environmental regulations through experience of the intricate relationship between US offshore regulations specifically USCG, BOEM, BSEE, OSHA, EPA, etc. Exhibit a Plan, Do, Check, Act (PDCA) performance-centric mindset and foster a culture of continuous improvement aimed to increase overall job performance, creating long-term value for stakeholders; specifically related to ISO 45001, 14001 and 9001 development, implementation and maintenance.

Possess a degree from an accredited institution (required), or Masters (preferred) with one of the following (or related) concentrations:
