This is an advanced-level managerial position that is multi-faceted and is responsible for Airport-wide leadership in the environmental arena including air, water, and waste program management, and is also responsible for Airport employees’ occupational health and safety. The incumbent is the primary interface with local, state, and federal agencies, as well as internal/external customers with respect to environmentally regulated activities of the Airport and Airport tenants. The successful candidate will be responsible for managing assigned environmental programs and maintaining compliance with federal, state, regional, county, city, or airport system rules or regulations including Clean Air Act and Clean Water Act environmental permits; conducting detailed scientific investigations relating to environmental matters, drafting and submitting monthly and quarterly reports; identifying grant opportunities and preparing application documents to support current environmental and/or health/safety programs and/or to provide funding for additional programs; preparing procurement documents for Airport environmental service providers.
Essential Functions and Responsibilities:
- Prepares, reviews, and updates environmental assessments and recommendation reports.
- Obtains, updates, and maintains plans, operating permits and standard operating procedures under the Environmental Management System based on International Organization for Standardization (ISO) 14001 procedures.
- Manages preparation of environmental impact statements, mitigation plans and other environmental compliance documents pursuant to the Federal Aviation Administration (FAA) and Environmental Protection Agency (EPA) regulation and guidelines such as National Environmental Policy Act (NEPA), National Historical Preservation Act (NHPA), Airport and Airport Improvement Act (AAIA), and the Endangered Species Act (ESA).
- Provides technical level support for environment remediation and corrective action projects, including remediation system design and determination of regulatory applicability.
- Develops project environmental objectives and targets and reports to management on progress attaining them.
- Develops and coordinates projects based on federal, state and local regulatory agency requirements, policies, and standards.
- Prepares specifications, performs technical design reviews and proposal evaluations, and writes technical proposals Negotiates professional service agreements.
- Reviews project plans, bidding specifications, materials selection, schedules, and cost estimates.
- Assesses environmental and health/safety programs in order to evaluate operational effectiveness and ensure compliance with applicable regulations.
- Monitors and analyzes multimedia (air, soil, water) and noise pollution, waste management and conducts environmental audits.
- Inspects and enforces environment control at airport construction sites including airport improvements projects, building construction/demolition and renovation.
- Provides oversight of health/safety program at airport operation site.
- Assesses and maintains records (e.g., Material Safety Data Sheets (MSDS), safety protocols, accident and incident reports, training documentation, etc.).
- Determines performance evaluation standards and procedures to provide information to subordinate staff on individual work performance expectations to ensure complete and objective appraisal of subordinates’ performance.
- Plans, organizes, coordinates and controls the work unit’s environmental and health/safety operations/programs to establish operational priorities; coordinate these operations with other functions within the agency; and ensures program objectives and standards are established, attained and congruent with overall goals.
- Contributes to the formulation and justification of budgetary requests for the agency as a whole.
- Determines and requests/submits staff, material and equipment needs for managed operations/programs managed.
- Assists in training employees in areas of general safety and health awareness, environmental awareness, specific program requirements and specific job requirements.
- Consults with airport staff, airport tenants and regulatory agency staff.
- Develops and recommends new and revised statutes, rules, policies, and procedures to respond to changes in operational/program needs, objectives, and priorities and to improve the effectiveness of managed operations/programs.
- Coordinates data collection, requests, publishing and implementation for the Capital Improvement Program.
- Approves contractor pay requests, and field and change orders.

Requires the ability to perform mid to upper-level data analysis including the ability to coordinate, strategize, systemize and correlate, using discretion in determining time, place and/or sequence of operations within an organizational framework. Requires the ability to implement decisions based on such data, and oversee the execution of these decisions.

Requires the ability to manage, coordinate, and direct employees, including first-line supervisors, client/contractors and project managers. Oversees and controls employee discipline, selection and allocation. Ability to advise and provide interpretation to the business and consulting community, regulating agencies, and the general public regarding the application of policies, procedures and standards to specific situations.
Equipment, Machinery, Tools and Materials Use:
Requires the ability to operate, maneuver and/or provide simple but continuous adjustment on equipment, machinery and tools such as motor vehicle, computer terminal, typewriter, telephone, fax machine, calculator/adding machine, computer printer and photocopier and/or materials used in performing essential functions.
Verbal Aptitude:
Requires the ability to utilize a variety of reference, descriptive and advisory data and information such as master plan, construction drawings, specifications, environmental statements, billing statements, budgets, employee leave requests, personnel policies, performance evaluations, financial statements, meeting agenda, ordinances, statutes, procedures, guidelines and non-routine correspondence.
Mathematical Aptitude:
Requires the ability to perform advanced geometry, algebra, trigonometry, integral and differential calculus, and linear and quadratic programming.
Functional Reasoning:
Requires the ability to apply principles of logical or synthesis functions involving planning and directing of interrelated activities or multiple departments. Ability to deal with several concrete and abstract variables in working out approaches to major problems.
Situational Reasoning:
Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the direction, control and planning of an entire program or multiple programs.
Environmental Factors:
Tasks may risk exposure to adverse environmental conditions, such odors, fumes, temperature and noise extremes, electric currents and toxic/poisonous agents.
Physical Requirements:
Requires the ability to stoop, bend and climb stairs to inspect buildings.
Sensory Requirements:
Requires the ability to recognize and identify similarities or differences between characteristics of colors, shapes, sounds, odors and textures associated with job-related objects, materials and tasks. Incumbents are required to recognize and identify colors and textures used in construction, sounds to determine good design for sound insulation, and odors to detect danger from hazardous/flammable materials.
Other Requirements:
- A ten year background investigation will be conducted in accordance with FAA regulations for positions at St.
Louis Lambert International Airport.
Qualifications
A Bachelor’s degree in Environmental Engineering, Environmental Science, Geology, Chemistry, Biology, or a closely related field; plus seven years of progressively responsible professional experience in environmental compliance, environmental, health, and safety programs including some experience in the aviation industry; OR an equivalent combination of education, training, and experience.
Preferences:
Experience in air, water, and soil pollution control, solid waste and hazardous materials management, toxic material control, Missouri Risk Based Corrective Action, RCRA and CERCLA regulations, and wastewater management is highly desirable. Master’s or Post-Graduate Degree attainment/completion preferred.
License:
