out of 5 stars Rome, NY 13440 Overview The Rome City School District is seeking a qualified individual for the position of Director of District School Safety and Security, a full time, 12 month competitive civil service role responsible for leading and overseeing all aspects of school safety and emergency preparedness. Reporting to the Assistant Superintendent of Business and Operations, the Director will manage district safety policies, coordinate emergency response planning, supervise school security personnel, and serve as the primary liaison with local law enforcement and emergency agencies. The position requires strong leadership, investigative skills, and a deep understanding of safety protocols and regulations. This is a competitive civil service position, and candidates must meet the minimum eligibility requirements established by Civil Service, including appropriate education, law enforcement experience, and all required licenses and registrations.
SCHOOL DISTRICT COMPETITIVE CLASSIFICATION DIRECTOR OF DISTRICT SCHOOL SAFETY AND SECURITY DISTINGUISHING FEATURES OF THE CLASS
The Director of District School Safety and Security is responsible for developing, implementing, and overseeing the district’s safety and security operations. Work includes evaluating policies, procedures, emergency response plans, supervision of school security staff, coordination training programs to ensure a safe and secure environment for students, staff, and district visitors. The Director also serves as the district’s primary liaison to the City of Rome Police Department, other area law enforcement agencies and emergency responders. This position reports to the Assistant Superintendent of Business and Operations. Performs related duties as assigned.
TYPICAL WORK ACTIVITIES
(Illustrative Only) Reviews and updates the Districtwide Safety Plan and Extended Districtwide Safety Plan annually to be submitted for approval by the Assistant Superintendent, Superintendent and Board of Education; Continuously assess safety and security measures and implements improvements as needed; Develops and distributes uniform guidelines for standards for emergency response plans; Ensures compliance with all applicable state regulations; Provides ongoing support to building leaders in creating and updating emergency response plans; Establishes and leads the District’s Emergency Response Teams and School Building Emergency Response Teams; Identifies and coordinates professional learning and training for security personnel and other district staff; Oversees onboarding and mandatory annual training for all school security personnel; Serves as district liaison to the City of Rome Police Department, Oneida County Sheriff’s Department and emergency responders; Represents the district at local and county-level safety committee meetings; Investigates incidents occurring on school grounds and consults with area law enforcement agencies when necessary; Conducts post-incident reviews of significant events to evaluate response effectiveness and to identify timely resolution and improvement of deficiencies; Examines community safety concerns that may impact district operations and recommends appropriate actions; Conducts safety audits of district facilities to assess physical security and operability of security cameras, radio communication and alarm systems; Collaborates with the transportation department to enhance school bus safety procedures; Ensures functionality and consistent use of visitor management systems (e.g., Uvisit) in all district buildings; Ensures timely completion and submission of all mandated state reports, including the SSEC report; Stays informed of any/all changes in state, federal and local safety compliance regulations and best practices; Organizes and oversight of districtwide annual safety weeks; Schedules and supports emergency response drills (e.g., evacuation, shelter-in-place, lock-out) and conducts debriefings with building safety teams; Conducts investigations and thoroughly documents findings.
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Comprehensive knowledge of modern safety and security practices for educational facilities; Strong understanding of federal, state, and local safety regulations; Expertise in investigative techniques and procedures related to school safety and security; Familiarity with state and local fire ordinances, health, drug, and law enforcement operations; Ability to develop, evaluate, and implement school-level safety regulations, guidelines, and protocols; Proficiency in establishing and implementation of safety-related training programs; Exceptional verbal and written communication skills; Proven ability to establish and maintain effective relationships with diverse stakeholders; Demonstrated leadership skills commensurate with the effective supervision and evaluation of staff; Sound judgment and ability to make safety-oriented decisions; Ability to exercise and maintain strict confidentiality involving safety-sensitive matters.
MINIMUM QUALIFICATIONS
A.) Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s Degree in Criminal Justice or a closely related field and ten (10) years of employment experience as a sworn member of an organized municipal law enforcement agency that shall have included supervision as well as direct involvement in drug detection, awareness and education; OR B.) Graduation from a regionally accredited or New York State registered college with an Associate’s Degree in Criminal Justice or a closely related field and twelve (12) years of experience as defined in (A) above; OR C.) Graduation from high school or possession of a high school equivalency diploma (GED) plus fourteen (14) years of experience as defined in (A) above; OR D.) An equivalent combination of training and experience as defined by the limits of (A), (B), or (C) above.
SPECIAL REQUIREMENTS
Eligibility for appointment is based upon prior, verified permanent appointment as a sworn Law Enforcement Official from a Civil Service Eligible List. Provisional appointees will be required to participate in and successfully pass a Civil Service exam and must be reachable for permanent appointment from the resulting eligible list. Registration as a Security Guard with the New York State Department of State at the time of appointment. Possession of a valid New York State Driver’s License.
