Program Manager, HSE Electronics 3.1 3.1 out of 5 stars Tobyhanna, PA 18466 Job Summary The purpose of this role is to provide Health, Safety, and Environmental Program Management by developing and implementing comprehensive Health, Safety, and Environment (HSE) plans, processes, programs, and standards to ensure compliance with applicable laws and regulations; and by providing HSE expertise, coaching and training to ensure Messer’s Electronic and Specialty Gas employees’ safety, understanding, and compliance with Messer standards and federal, state and local regulatory requirements. The role is critical in ensuring all Electronics operations facilities and applicable projects maintain compliance with all applicable federal, state, and local regulatory requirements, and ensuring the safety of employees and contractors in a pro-active manner thereby contributing to Messer achieving its 100% HSE compliance goal. Responsibilities:
Provide direct HSE program management and oversight to all assigned Electronic and Specialty Gas production sites, business functions and management within the Electronics and Specialty Gas business line (BL) to develop, implement, and sustain HSE compliance and to promote continuous HSE improvement. Support Project Execution (PE) with HSE collaboration between PE Project Teams and Operations during existing facility expansion projects as well as new facility commissioning activities, including environmental and regulatory permitting programs initiation, and any required site-specific HSE program development. Facilitate and manage all required HSE Training to the Coolbaugh, PA Laser Mix, Vista CA, Stocking Facility, Bethlehem, PA corporate support employees, and contractors to ensure understanding and compliance with Messer and applicable regulatory standards. Support the Emergency Response BL Manager with overseeing site-specific emergency response programs, including ensuring fully compliant emergency response teams maintain an audit ready state at all applicable Electronic and Specialty Gas facilities. Train, support, and direct management teams with conducting and overseeing all Incident Investigation and Root Cause Analysis activities for all reportable events across the BL, including incidents and near misses, including oversight of proper internal and external communication of all incidents. Manage and administer the Respirator Protection Program, including all required training, employee medical clearance requirements, and equipment administration for all employee roles that require respiratory protection. Support the onboarding and the safety orientation process for new employees, including the management of all required initial HSE training for new employees of BL sites. Utilize Messer’s Permit to Work program to mitigate risk by managing the Hazardous Work Permits (HWP) issuing process to both internal Messer Operations employees and external 3rd party contractors for all applicable tasks requiring a HWP, including the review and approval of all supporting supplementary permits and documentation and Job Safety Analysis’s (JSA). Conduct monthly HSE reviews with all BL functions to follow-up HSE plan objectives and targets, investigations, open corrective and preventive actions, open compliance actions, audit planning and actions, training compliance, permitting, Safer Together status, non-conformances. Manage and ensure compliance with Messer’s internal Major Hazards Review Program (MHRP) policies and OSHA Process Safety Management (PSM) and EPA Risk Management Program (RMP) regulations for all applicable Electronic and Specialty Gas sites. Support the BL audit program by collaborating with corporate HSEQ during all internal and external audits for the Electronics and Specialty Gases portfolio of sites and produce quality reports in a timely manner and follow-up actions until closed. Work with site management and the Quality Team Manager to develop a yearly internal audit schedule for all applicable Electronic and Specialty Gas sites. Lead and support environmental components of various internal and external audits, including
ISO 14001
audits. Direct and facilitate resources and processes to ensure environmental compliance with all applicable reporting. (Air Permit, New EPA Rule, Water Permits, Haz-waste, SARA Title Reporting, etc.) Maintain working knowledge of
PADEP, DHS, OSHA, EPA, DOT
regulations as well as any other HSE federal and state legislation that may apply to the BL. Promote a culture where all employee and contractor HSE behaviors demonstrate care for themselves and others. Influence behaviors by providing HSE expertise and coaching that will assist Electronics sites and business functions with HSE systems, procedures, i.e., HSE planning, incident reporting, DOT compliance, environmental compliance, root cause analysis, hazard identification, risk analysis, and risk reduction. Assist the BL management teams with understanding how to use the Intelex Risk Register module and conducting qualitative Risk Assessments. Assist all BL sites in identifying HSE gaps, impacts, solutions, and best practices for compliance. Work in partnership with facility management teams to develop tactical HSE plans that align with regional and corporate objectives and targets. Provide input and support the development of all BL HSE training needs. Conduct site-specific training as needed. Travel up to 25% or more as needed, including weekends and holidays. Required Skills Experience with Process Safety Management, Risk Management Program and Responsible Care Preferred. Demonstrated knowledge of environmental regulations related to air, water (including wastewater and stormwater), hazardous materials, RCRA, remediation, due diligence, etc. Excellent computer literacy using Microsoft products, Word, Excel, PowerPoint. Working knowledge of Traccess, Intelex or similar enterprise management software. Mastery of HSE processes, systems, tools, and application. Proficient in HSE regulations, applicable standards, and best practice. Ability to build effective working relationships across all levels of management and cultural boundaries. Basic Qualifications Bachelor’s degree in HSEQ, Engineering or related field. Minimum 7 years HSEQ experience Preferred Qualifications Professional HSE Certifications Preferred Knowledge of large industrial gas operations preferred.
