Job Responsibilities
Under general supervision, serve as Training and Safety Manager for the agency. Manage and coordinate the agency’s Training and Safety programs. Determine training needs for all agency programs, including fire, forest management, forest health, administration, IT, and other areas. Supervise OSHA Officer III position. Develop curricula; coordinate training dates, instructors, and courses; acquire course materials. Maintain agency training database and calendar training for all programs. Serve as lead and unit instructor as needed. Administer SCFC physical fitness program, including coordination of medical screening, providing work capacity tests, and entering data into IQS. Approve training hours for additional skills & knowledge training and serve as agency Duty Officer.
Evaluate training needs for agency employees; establish training guides, training curriculum, and maintain training calendar for all program areas; develop delivery system for training and safety programs. Enter data in the training database and IQS, document training accomplishments, and ensure training records are accurate and up to date.
Provide supervision to OSHA Officer III and assist with development of safety procedures to ensure the agency is in compliance with applicable agency, state, and federal requirements. Provide guidance and input to regional Training and Safety Committees, coordinate and document accident investigations.
Administer agency physical fitness program. Coordinate annual fitness walks, administer new employee walks, provide and document medical clearance forms, and document results of fitness walks and medical clearance.
Assist with and maintain records for Certified Prescribed Fire Manager program. Coordinate training for agency law enforcement officers and ensure officer’s credentials are maintained and documented. Register new officers and assist with delivery of required in-service training. Serve as Fire duty Officer, assist with fire related training for agency personnel, assist with prescribed burning, mobilization of resources, and represent the agency at SCEMD during activations and exercises.
Participates in activities and/or projects in support of the agency’s mission and performs other duties as required.
Minimum and Additional Requirements
A bachelor’s degree and three (3) years of relevant program experience or equivalency as approved by Human Resources.
Must pass the initial physical fitness test of walking two (2) miles in 30 minutes carrying a 25 lb. pack or meet the agency’s physical fitness program requirements.
Must obtain firefighter registration with the Office of State Fire Marshal.
Wildfire suppression and prescribed fire experience, criminal background check and drug test required.
Must possess a valid SC Driver’s license (Class D).
Additional Comments
Must be a resident of South Carolina.
Must be able to lift, walk, squat, climb and carry objects up to 50 lbs.
Ability to work both indoors and outdoors in changing environmental conditions. Position requires occasional work outside in cold or hot weather. Works a Monday-Friday, 8:30 a.m
- 5 p.
m. schedule. Occasional overnight travel required. Duties require weekend and evening work providing support to firefighting and field operations. Occasional out of town/ out of state overnight travel required. Position requires availability on weekends and for prolonged periods during high wildfire activity.
Considerable knowledge of the agency’s mission, programs, structure, policies and procedures; in-depth knowledge of fire suppression procedures and tactics.
Ability to communicate effectively communicate in writing and verbally. Ability to establish working relationships with employees, other agencies, and the general public. Ability to act effectively in emergency or stressful situations.
This position is designated as safety sensitive and essential. Position requires the employee to be subject to random, post incident/accident, reasonable suspicion and rehabilitation monitoring and drug and alcohol testing consistent with SCFC Drug-Free Workplace
