The ideal candidate will have 3years of experience export and import regulatory compliance, astrong understanding of ITAR and EAR regulations, and chemicalmanufacturing or related industry experience. DescriptionThe EHS Compliance & Regulatory Affairs Specialist – ChemicalManufacturing will be responsible for the following: InterpretInternational Traffic in Arms Regulations (ITAR), ExportAdministrations Regulations (EAR), Foreign Trade Regulations (FTR),and provide guidance on import and/or export related regulations.
Advise senior management about trade compliance aspects and risksof proposed business decisions. Provide guidance and interpretationof US government regulations including the International Traffic inArms Regulations (ITAR), Export Administration Regulations (EAR).ITAR and EAR Export License Management. ITAR Agreement Management.
Prepare and manage export authorizations, including ITAR licenses,agreements and exemptions Coordinate the review and submission ofUSG application requests Analyze and interpret export and importregulations and maintain current knowledge of changes. Evaluateexisting policies and procedures, identifying gaps and areas ofimprovement. Monitor compliance activities and effectiveness ofthird-party (e.g., freight forwarders, etc.) import/exportcontrols. Oversee resolution of gaps and improvement opportunities.
Perform functional audits of internal trade compliance policies andprocedures. Prepare, review and approve technology control plans,and provide compliance support. Conduct assessment and analysis ofpotential risks and developing risk management strategies. Analyzetransactions for which due diligence indicates potential risk anddetermine whether due diligence has been satisfied. Provide exportshipping technical support for ad-hoc and other non-routineshipments. Maintain documentation and records required forcorporate/state/federal regulatory compliance. Provide budgetaryinput to ensure emergency planning and process safety initiativesare adequately funded. Assist facilities and operations personnelin planning for compliance of new and modified processes resultingfrom internal or external changes (management of change).
Inspections / Audits
– Help conduct, coordinate and participate inEHS inspections and audits, including internal inspections,corporate, regulatory and customer audits. Support Environmentalcompliance activities. Profile The ideal EHS Compliance ℜgulatory Affairs Specialist – Chemical Manufacturing will havethe following qualifications: Bachelor’s Degree in OccupationalHealth & Safety, Environmental Engineering, Chemical Manufacturing,or a related field preferred. 3-5 years of experience with exportand/or import regulatory compliance. Experience in a chemicalmanufacturing environment strongly preferred. Experience andknowledge of
ITAR/EAR
rules and regulations as established by theUS Government including anti-boycott regulations, sanctionsadministered by OFAC, Customs Regulations, and Foreign TradeRegulations, familiarity with customs requirements, exportlicensing, economic sanctions and arms embargos, re-export andretransfer requirements. Excellent verbal and written communicationskills. Ability to work with limited supervision.
