Job Description:

The purpose of this position is to perform professional work inthe development and implementation of a comprehensive safetyprogram which assures that the City of Greenville provides a safeworkplace for all employees. -This is accomplished by conductingsafety training, performing safety inspections, conductingassessments on job hazards, investigating accidents, monitoring andprocessing workers’ compensation claims, and performing othersafety functions to minimize risk for the City.

-$60,694.40 – $77,376.00/annually Use a variety of approaches, including job hazard assessments,to prioritize training programs. Develop educational training programs to promote proactiveworkplace safety concepts. Develop and execute a driver safety program. Communicate and recommend compliance and preventative measuresnecessary for improving workplace safety. Develop safety policies and procedures applicable to Cityoperations. Schedule and coordinate employee occupationalexaminations. Ensure the City’s compliance with OSHA statutory requirements,standards, and regulations. Interpret and provide technical guidance on health and safetystandards pertinent to operations as needed. Prepare and submit mandatory recordkeeping and reports asrequired by federal and state safety laws. Maintain records of work-related accidents, injuries, andillnesses. Investigate near-miss, first aid, recordable, restricted-duty,and lost-time accidents and incidents. Collect work accident statements, related medical documents andwork status records in order to determine workers’ compensationeligibility. Review the first report of injury, workers’ compensationclaims, managed care reports, and trend data using the third-partyadministrator’s database. Serve as liaison between injured workers, supervisors, andthird-party administrator adjusters for the City’s return to workprogram. Conduct health and safety compliance inspections at allCity-owned and leased facilities. Facilitate emergency action drills and evacuations atCity-owned facilities. Coordinate Fire Marshal inspections at all City-owned andleased facilities. Record and submit all regulatory safety findings and violationsto City management for corrective action. Keep current on new ideas and techniques for reducing workplaceaccidents, managing risk, and reducing workers’ compensationcosts.

Education and Experience:

A Bachelor’s degree in occupational health and safety, riskmanagement, or a related field; and Over three years of experience in occupational safety or aclosely related field.

REQUIRED KNOWLEDGE, SKILLS, ANDABILITIES

Knowledge of:

principles and methods for training, educating and stimulatinga diverse group of departments and divisions. federal, state, and local occupational safety and health laws,regulations, and codes. safety and health hazards and applicable safetyprecautions. interpreting and applying federal and state OSHA statutoryrequirements, standards, and regulation to City operations.

Ability to: create and implement a safety program across all Citydepartments and division cultures. conduct long-term safety assessments involving continuousimprovement in the safety program. inspect City-owned and leased facilities and generate reportsacknowledging violations and corrective actions required. investigate accidents and incidents and record reportsidentifying at-risk behaviors, unsafe acts, and conditions. manage multiple tasks, prioritize urgency of tasks, andnecessitate department and division involvement. view problems neutrally and focus on solutions toproblems. read and comprehend a multitude of documents, materials, andregulatory standards. compose memos, letters, reports, and charts pertinent to theCity’s safety program. operate assigned equipment, including computer equipment andvarious software packages. work cooperatively with regulatory agencies, City officials,other employees, and the general public. work safely without presenting a direct threat to self orothers. meet the mental and physical demands of the position.
