Description of Work This position is open only to current North Carolina Department of Labor Employees.
This is a statewide field based telework position. The maximum hiring salary is $118,000. The North Carolina Department of Labor is charged by statute with promoting the health, safety and general well-being of the workers in the state. The laws and programs the Department administers affect every worker in the state. The Department is organized into three primary divisions which carry out the Department’s principle regulatory, enforcement and promotional programs, and the administrative operations. The three primary divisions have divisions, bureaus and offices under each, which carry out the specific and specialized portions of the NCDOL mission. Standards and Inspections Division, under the direction of the North Carolina Commissioner of Labor, is responsible for ensuring the health and safety of North Carolina citizens and employees in the workplace. The Elevator and Amusement Device Bureau of the Department of Labor, under the direction of the North Carolina Commissioner of Labor, is charged with the responsibility for administering North Carolina General Statute, Chapter 95, Article 14A, known as the Elevator Safety Act of North Carolina, the Amusement Device Safety Act, Chapter 95, Article 14B and the Passenger Tramway Safety Act, Chapter 95, Article 15. Activities include but are not limited to inspecting elevators, amusement rides and tramways to insure compliance with the above Safety Acts of North Carolina and the North Carolina Administrative Code, Title 13, Chapter 15. This is a supervisory and administrative position which reports directly to the Bureau Chief of the Elevator Bureau and performs duties of the Bureau Chief in his absence. Position trains, supervises, reviews, and directs the day to day operation of the field supervisors and inspection staff. Implements the safety codes and standards governing elevators, aerial passenger tramways, and amusement devices. Work also includes the review of applications for conformance to the safety codes and participation in the development of recommendations for additions or revisions of the safety codes and their interpretation. Reviews plans and specifications of new or modified elevators and recommends acceptance, modification, or rejection of proposed installations. Consults with manufacturers, architects, contractors, and owners on code interpretation and design or installation problems. Provides data on key strategic/operational objectives monthly and quarterly to the Bureau Chief. Chosen candidate will be required to travel throughout the state, meeting with local supervisors to discuss the area production as well as field and personnel issues, Candidate will also be required to review area data and delegate to supervisors any reports needed to ensure bureau policy and procedures are being followed. Knowledge, Skills and Abilities / Competencies Must have considerable knowledge of the state and national safety codes and the construction, operation, and design of elevators, aerial passenger tramways, and amusement devices and related equipment. Must have considerable knowledge of electrical wiring, electric motors, and hydraulic systems, must be able to establish and maintain effective working relationships with owners, company representatives, other state and national officials, and the general public. Must have the ability to communicate in written and oral form and be able to use and analyze reports, field data, and other in-house data as needed. Must be detailed oriented and have a strong work ethic. Must be knowledgeable in Microsoft Office, Elevator Client, and in-house computer system. Candidate will be required to attend Certified Public Manager’s school upon nomination. Candidate must be QEI certified. A valid driver’s license is required.
