Description of Work The maximum recruitment salary for this position is $83,000. Located in the Education, Training and Technical Assistance Bureau, Occupational Safety and Health Division, position is responsible for leading or assisting with work related tasks including, but not limited to the following: 1) review and evaluation of Star applications; 2) participation as a team leader or member during Star Program onsite pre-approval visits; evaluations including initial evaluations, re-certification evaluations, promotion evaluations, focused evaluations, follow up evaluations, and technical assist evaluations; 3) providing post-approval technical assistance to applicants in the development of selected aspects of their safety and health managements system and program; 4) documenting evaluation findings and recommendations in the form of a comprehensive report; 5) reviewing inspection report files after an investigation is made following an incident, accident, or complaint at the site of Star participants; 6) briefing departmental and private industry management officials on issues regarding the Star Program; 7) promoting participation in the Star Program by speaking to employers/employees of NC and at various state, region, and nationally located safety and health conferences; 8) supporting the efforts of the Carolina Star Conference, Inc. by serving on the Board of Directors as an advisory member and staff representative for the assigned conference regional team; 9) supporting the Safety Awards Program through promotional efforts, banquet attendance and participation; and 10) supporting other functions of the ETTA Bureau to include Standards, Training, and Library Services. Statewide travel is required along with required periodic meeting attendance in Raleigh and Greensboro. This is a home office based position with maximum commute distance from the employee’s home to a designated NCDOL duty station not to exceed 50 miles.

Knowledge, Skills and Abilities / Competencies Considerable knowledge of safety related issues in both Construction & General Industry. Demonstrated ability to recognize potential industrial hygiene related exposures; have an understanding of technical regulations, policies and procedures and the ability to apply them; apply knowledge in presenting the programs, policies, and procedures and in determining eligibility for Star; understand work methods and techniques associated with investigations in the field of safety and health, technical knowledge of the characteristics of an acceptable safety and occupational health program. Demonstrated ability to review, evaluate, and provide technical advice on the full range of safety and occupational health programs, practices, and related issues. Demonstrated ability to identify and recognize high-hazard risks to workers to effectively advise, counsel and assist private industry in formulating/modifying their safety and health programs, as well as to assist Division specialists in reviewing policies, criteria, methodologies, standards, or procedures, to assure maximum protection to workers. Demonstrated ability to compile and analyze narrative and statistical information, be skilled in communication and public relations techniques, provide excellent communication and public relations techniques sufficient to represent the Division at conferences, meetings with employer/employee groups, unions, national industry organizations, interagency and special interest groups concerning program objectives and policies. Valid driver’s license is required. Master’s degree in industrial hygiene with a bachelor’s degree in chemistry, physics, mechanical engineering, or a closely related curriculum from an appropriately accredited institution and four years of experience in the field of industrial hygiene; or Bachelor’s degree in industrial hygiene, chemistry, physics, mechanical engineering, or a closely related curriculum from an appropriately accredited institution and five years of experience in the field of industrial hygiene; or an equivalent combination of education and experience.
