Homeland Security Manager City of West Palm Beach – 3.7 West Palm Beach, FL Job Details Full-time $101,107 – $151,681 a year 1 day ago Qualifications Management 5 years High school diploma or GED Driver’s License Class E Supervising experience Bachelor’s degree Law Enforcement Senior level Full Job Description Under general direction, this position oversees the Strategic Intelligence Crime Center (STIC) and development of the STIC into a full-service fusion center; supervise the STIC and future Center Crime Analysts, and STIC responses to real time policing needs to include: hotspot policing, threat assessment, crème trends, information collection , and dissemination to law enforcement partnerships, and performs other related duties as assigned.
DUTIES AND RESPONSIBILITIES
(Which are not in any hierarchical order) 1. Oversee the Strategic Intelligence Crime Center (STIC) and STIC responses to real time policing needs to include: hotspot policing, threat assessment, crime trends, information collection, and dissemination to law enforcement partnerships. 2. Manages personnel and operations with the STIC and Fusion Center including strategic priorities and work assignments. 3. Administers allocated budget for STIC and works in conjunction with the Criminal Investigations Commander to provide budget recommendations related to the STCIC and Fusion Center Operations. 4. Supervise the preparation of crime data, review crime trend reports and other sources for relevant intelligence, review threat assessments, and tracks crime trends. 5. Supervises staff assigned to the STIC and Fusion Center; develops and monitors goals, recognizes and discusses performance contributions and opportunities for improvement, make recommendations for staffing changes to include hiring, promotion, reclassification, and/or disciplinary actions as appropriate. 6. Develops, coordinates, implements, and performs special projects and assignments; developments and implements performance measures for the STIC and Fusion Center. 7. Performs other related duties as assigned. Salary Depending on qualifications the starting salary for this position will be in the range of $101,107 – $151,681(Pay Grade 79): Excellent Benefits! Qualifications Bachelor’s degree with a major in a Criminal Justice, Law Enforcement, Business Analytics, Information Systems, Public Policy/Administration, or related field (education will be verified using the “Education Requirements” listed below) and ten (10) years of experience in organizational/management work in related field is required, or any equivalent combination of training and experience. Five (5) years of supervisory, managerial, or command experience, is required. Successful completion of the Federal Bureau of Investigation (FBI) background investigation and security clearance. A current and valid Florida driver’s license is required. For application purposes, a valid driver’s license from any state (equivalent to a State of Florida Class E) may be utilized; with the ability to obtain the State of Florida driver’s license within thirty (30) days from date of employment.
Education Requirements :
To be considered valid (or verified) for position qualification purposes, and consistent with City Hiring Policy 4-5, a High School, GED or equivalent diploma, and all higher education degrees or certifications must have been issued by: a) a public education institution in the State of Florida or any State or Territory of the United States; or b) an institution accredited by an accrediting organization that is recognized by the Florida Department of Education or the U.S. Department of Education; or c) an institution that is accredited by an organization that is recognized by the Council for Higher Education Accreditation (CHEA); or d) an institution whose degree or certification is accepted by institutions identified in either a), b), or c), above, for the purpose of admission to institutions identified in either a), b), or c) above. International degrees will be evaluated to determine if they satisfy qualification requirements. State of Emergency:
When normal operations of City departments are suspended or interrupted due to a declaration by the Mayor that a state of emergency exists, all employees will be deemed critical by the City. Employees deemed critical by the City but not needed for the initial preparation and/or continuation of emergency operations or for special work detail may be directed not to report to work, and given paid administrative leave or they may be reassigned to another location that best meet the needs of the City.
