Director of Investigations General Statement of Job This is a position requiring varied and complex investigative, corresponding, analysis, and reporting tasks under close supervision. The tasks relate to investigations, under the authority of the Florida Board of Bar Examiners, of student registrants and applicants for admission to The Florida Bar. Essential Job Functions Reviews applications for defects and performs extended investigations to ensure compliance with the Florida Board of Bar Examiners’ requirements. Corresponds with applicants to obtain necessary information for completion of background investigations and answers applicant questions. Performs thorough, accurate, objective, and detailed analysis of documents gathered during the background investigation to determine impact on character and fitness of applicants, including, but not limited to: civil litigation documents, arrest reports, academic records, criminal court records, hospital treatment records, financial records, mental health records, substance abuse/dependency, and bar grievance records. Initiates contact by correspondence and by telephone with third party sources to obtain adequate information to facilitate a decision about an applicant’s qualifications to practice law. Performs thorough, objective, accurate, and detailed analysis of responses from third party sources. Prepares reports for the Director of Investigations that include the results of the detailed review, analysis, and investigation of material in the applicant’s file. Reports may include suggestions for further investigation. Performs necessary contacts to facilitate the receipt of information in a timely fashion, including interviews with potential sources of information to obtain adequate knowledge for facilitation of decisions about an applicant’s qualifications to practice law. Manages caseloads while completing all investigations in a timely manner ensuring expeditious admission of qualified applicants. Performs scheduled updates of printed reports to communicate the status of the files. Prepares reports to the Florida Board of Bar Examiners. Recommends further investigations to the Director of Investigations based upon analysis of information in a file. Prepares for investigative hearings by completing hearing information, posting administrative notes, and packing hearing files per procedures, with supervision. Conducts timely and thorough follow up investigations directed by the Office of General Counsel for the purpose of filing specifications and/or preparation for formal hearings. Reports to the supervisor on time management and progress toward production goals assigned by the supervisor. Reviews litigation for completeness, derogatory items, and further sources of information. Drafts policy reports for revision and signatures by members of management. Suggests improvements on internal policies and procedures to supervisor. Demonstrates dedication to the mission of the Florida Board of Bar Examiners through regular attendance, punctuality, and observance of established policies and procedures. Prepares Areas of Concerns under considerable supervision when specifications are filed to aid the Office of General Counsel in the drafting of the documents. Performs other duties as assigned. Education and Experience Requirements Bachelor’s Degree Necessary Special Qualifications Demonstrate moral character equal to that of applicants for admission to The Florida Bar whose background investigation is cleared without review by the Florida Board of Bar Examiners. Maintain strict confidentiality of all information, including communications, policies, procedures, and to applicant files. Required Knowledge, Skills and Abilities Ability to read, speak, write, and understand English. Knowledge of basic computer and typing skills. Ability to communicate with applicants, staff, and others in an effective, respectful, and courteous manner. Ability to establish and maintain effective working relationships with others. Ability to work under pressure of time constraints and deadlines. Ability to meet established production standards and achieve monthly production goals. Ability to follow established written procedures. Ability to correspond effectively with applicants to gather necessary information and to answer applicant questions. Ability to perform thorough, objective, accurate, and detailed analysis of responses from third party sources and documents gathered during the background investigation to determine impact on character and fitness. Ability to review applications and locate defects in information provided. Ability to carry out, within established time frames, investigations approved or directed by supervisors or management personnel. Ability to develop sound judgment in determining the need for additional information. Ability to assume responsibility for assigned cases. Ability to use computer software to produce letters, reports, and other documents necessary to perform the job. Ability to prepare reports according to established procedures that thoroughly, accurately, objectively, and clearly summarize data in all files. Ability to apply the Rules of the [Florida] Supreme Court Relating to Admissions to The Florida Bar. Ability to analyze litigation documents as sufficient for the purpose of the Florida Board of Bar Examiners. Ability to produce reports where a majority are considered first draft quality. Ability to suggest creative investigative techniques when new issues develop. Ability to complete routine investigations with a minimal rate of error. Physical Requirements This job involves grasping, handling, pushing, and pulling. This job involves some repetitive motion with the ability to crouch, climb, reach, and lift small objects.
