Title:
Subject Matter Expert Subject Matter Expert KBR, in support of the Volpe Center’s Mission IT Support (MITS) Services program, is seeking a Subject matter Expert to support Volpe Center Noise Certification (14 CFR Part 36) tasks described below, including equipment maintenance, noise certification audit/validation support, noise measurement campaign preparation and support, and noise certification documentation review. Equipment maintenance shall consist primarily of the calibration, testing, charging, rotation, and upgrade of equipment, primarily microphone systems, needed to certify subject aircraft noise levels and aircraft noise measurement instrumentation required by the FAA, performed as needed based on aircraft noise measurement schedules and instrumentation certification applications submitted to FAA Candidate must be able to obtain Public Trust Clearance. This position requires an individual to have resided in the United States for 3 out of the last 5 years. Essential Job function Perform activities related to noise certification audit/validation. Deliver consultation & discussion, performance-testing, technical documentation for individual testing and evaluations performed, and draft guidance materials associated with this work Collect, evaluate, and validate noise measurement analysis methodologies, equipment, and processes for use in aircraft noise certification, e.g. reviewing applicant-submitted acoustic measurement test plans for compliance to 14 CFR Part 36, or validating correct usage of analysis and data reduction methodologies to obtain EPNL metrics and associated confidence intervals Coordinate and perform audits and validations for Differential Global Navigation Satellite System (DGNSS) systems for use in aircraft noise certification, e.g. reviewing applicant-provided test plans and instrumentation descriptions to confirm compliance with 14 CFR Part 36, or scrutinizing/analyzing TSPI (time-space-position-information) data to confirm instrumentation collects data at the appropriate level of accuracy and precision for use in noise certification Provide relevant updates to internal and external guidance material related to aircraft noise certification validations (e.g. incorporating new or updated industry standards for acoustic instrumentation deployment and operation, or publishing technical memoranda to announce and describe new requirements or recommendations for DGNSS system capabilities). Coordinate and perform analyses to inform the development and application of aircraft noise certification methods for future aircraft types such as unconventional aircraft (UA) or urban air mobility (UAM) platforms, e.g. perform data analyses using noise measurement data to investigate potentially relevant noise metrics or proposing new or updated flight test procedures for aircraft based on distinct platform characteristics Coordinate and participate in noise measurement campaigns to collect data to inform future noise certification policy and measurement methodology. Participation in noise measurement campaigns may involve shipping and packing logistics, acoustic equipment and

(time-space-position-information) system maintenance, testing, preparation, field deployment and operation, e.g. microphone installation, operations of computer-based data collection software, operation of sound level meters and temporary meteorological data collection stations Limited travel for the performance of noise measurement campaigns will be required, specifically, up to four (2) noise measurement trips of five (5) days each over the course of one year. Basic Qualifications This position requires United States residency for three of the last five years. Must be able to be cleared for a position of Public Trust through the Department of Transportation. Experience leading projects in all aspects of aircraft noise certification and working with various functional groups within an organization. Bachelor’s degree in engineering, physics, acoustics, information systems, or related field preferred 20+ years of related experience. Understanding of customer mission, strategic goals. Good communicator and adept at presenting Other Qualifications Strong interpersonal skills to interact with stakeholders: sponsors, customers, end users, and trainers, as well as project technical staff.
