Mecklenburg County Storm Water Operations conducts a wide variety of maintenance, construction, landscaping, and repair activities throughout the County with a focus on storm water conveyance systems and floodplains. What Will I be

Doing :

The Storm Water Technician Series engages in maintenance, construction, landscaping, and repair activities requiring the use of hand tools, powered tools, and medium to heavy equipment (tractors, skid steers, excavators, dump trucks); chemical and physical vegetation management; structural demolition projects; removal of debris blocking stream channels, stream stabilization projects; routine equipment maintenance and repair; tree assessment and removal; and a variety of similar activities. Working With :

This position works alongside a diverse team of Storm Water Technicians and Supervisors with varying skill levels, years of experience, and certifications which may include CDLs and pesticide application licenses. Position Summary Performs responsible and skilled work engaging in complex maintenance activities and operates light to heavy equipment to improve the effectiveness of storm water drainage infrastructure and floodplain buyout properties at numerous locations throughout Mecklenburg County. This position, under minimal supervision, is responsible for operating technically complex equipment and ensuring safety procedures are followed during storm water operations. This position, under minimal supervision, is responsible for providing advanced skilled work within the environmental division and may train others within this job series. Essential Functions Operate a variety of heavy equipment such as dump trucks, loaders, excavators, skid-steers, angle-blade dozers; Load heavy equipment onto trailers and transports heavy equipment to jobsite locations in heavy traffic conditions; Remove debris blockages from streams under unpredictable conditions; Provide training to new or less skilled employees in equipment operation and work procedures; may assign work and serve as a team leader in the absence of higher level supervision; Operate equipment on private property within easements, around underground utilities and other locations requiring skill and care; Coordinate work with sub-contractors and reviews materials and workmanship; Estimate time, materials, and costs; Maintain records and make reports as required; Respond appropriately to issues, complaints, or concerns brought forth by the public regarding environmental and drainage concerns; Perform complex maintenance and related care of diesel equipment used in storm water operations; Assist with cleaning and maintenance of trucks and tools; Ensure safe work zones for personnel and equipment; Operate storm water vehicles that require a CDL Perform work assignments in all weather conditions

Minimum Qualifications Experience:

Minimum of six years of experience.

Education:

High School Diploma or equivalent Combination of relevant education and relevant experience accepted?: Yes Licenses and Certifications Requires a valid North Carolina or South Carolina drivers license and County drivers permit; Depending on the area of assignment, may require a Class A CDL with one or more of the following endorsements, H(Hazardous Materials), N(Tank Vehicle), P (Passenger Transport), S (School Bus/Passenger Transport), T (Double/Triples), or X (Tanker and hazardous Materials). Depending upon the area of assignment, may require a NC Pesticide Applicator License Preferred Qualifications Working knowledge of trade methods and practices associated with storm water conveyances, natural streams, landscaping, construction and demolition; Working knowledge of safety regulations and practices; Class A CDL and NC Pesticide Applicator License; Ability to safely and effectively operate medium to heavy equipment used in the construction and landscaping industries; Ability to read and understand blueprints and construct features specified on the plans Knowledge, Skills and Abilities Knowledge of Equipment used in the construction, landscaping, transportation, and demolition industries; Occupational hazards and necessary safety precautions applicable to safe operation of this equipment Lock out Tag out procedures Customer service methodology, and communication with customers requesting services; Safe work practices and hazards associated with work in an unpredictable environment; Use of the tools, equipment, supplies, and methods used in the maintenance activities; Thorough knowledge of state traffic laws and regulations; Working knowledge of heavy equipment maintenance; Working knowledge of computers; Ability to work in a team environment; Ability to perform manual labor in all weather conditions Skills Operating large complex Diesel and hydraulic equipment; Performing work in all weather conditions; Ability to interpret written plans, blueprints, and permit requirements for storm water projects Ability to fill out daily forms in a paper or electronic format for equipment use and other required documentation; Ability to train others in lower classes on the safe operation of heavy equipment Situational awareness of job sites, changing conditions and operating needs Ability to repair and diagnose equipment Skilled with using tools and related equipment Ability to read and comprehend blueprints Ability to work independently Ability to perform routine equipment maintenance and make minor repairs Ability to safely operate equipment Ability to clearly communicate instructions to subordinate team members Ability to work outdoors in all weather conditions; Ability to comprehend and abide to safety practices; Ability to maintain effective relationships with citizens, employees and supervisors; Ability to follow oral and written instructions; Analyze situations to pinpoint problems and develop solutions.
