FLEET ASSISTANT DIRECTOR OF ADMINISTRATION – FLEET MAINTENANCE 3.6 3.6

OF CLASSIFICATION

Plans, directs, organizes, and monitors operations and maintenance aspects of the Fleet Maintenance Division of the Transportation and Development Department. Work requires independent decisions and judgement. This is a senior management position reporting to the Director/Assistant Director of Transportation and Development.

ESSENTIAL FUNCTIONS

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned. Works closely with the Fleet Assistant Director – Operations. In absence of Fleet Assistant Director – Operations, works with the Director to address necessary oversight and continuity of Fleet Operations/Administration functions. Supervises, directs, and evaluates assigned staff, assists in processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals. Conducts job interviews and makes recommendations when hiring technicians and other personnel. Oversees all aspects of vehicle and equipment maintenance activities. Coordinates daily work activities; organizes, prioritizes, and assigns work; monitors status of work in progress and inspects completed work; ensures efficient shop operation; assists with complex/problem situations and provides technical expertise. Ensures work meets required standards and is performed efficiently and effectively with the highest level of quality and service. Reviews daily work order logs and preventive maintenance schedules of vehicles and equipment to ensure maximum employee productivity and minimal vehicle down time; assures priority repairs to emergency vehicles/first responders. Assists the Director in consulting with Chairman of Board of Commissioners, Chief Operating Officer, and department representatives and other officials to review department activities, receive advice, provide recommendations, and resolve problems. Helps coordinate work activities with department liaisons, service providers, vendors or others as needed; assists other departments with budget preparation in relation to fleet maintenance services; assists department with specifications and purchase of vehicles and equipment. Develops, recommends, and implements policies, procedures, and standards; assists with the development and administers appropriate budget accounts for Fleet Maintenance including capital expenditures; monitors expenditures; reviews/approves purchase invoices. Evaluates condition and serviceability of County vehicles; recommends replacement/retirement as appropriate; provides cost estimates on accident-related damage or major system repairs; coordinates repair work; monitors quality and timeliness of outside vendors. Assists with the County Fuel Facilities. Responds to routine and emergency repair needs. Prepares, receives, reviews various reports, forms, correspondence, records reflecting maintenance services, budgetary data, daily benchmark data, or other department statistical data and information; reviews, completes, processes, forwards or retains as appropriate. Operates a computerized Fleet Information System to include preventive maintenance, repair records, warranty information, cost allocation for part and services for vehicles and equipment; utilizes word processing, spreadsheet, database, or other software programs. Maintains a comprehensive, current knowledge of applicable laws/regulations, rules, standards, policies and procedures, including OSHA, EPA, and NFPA; maintains an awareness of new trends and advances in the profession; maintains contacts with industry vendors and manufacturers; reads professional literature; comprehends and interprets service and repair manuals and schematic drawings; keeps up with OEM Technical Service Bulletins and factory recalls; maintains professional affiliations; attends workshops and training sessions as appropriate; schedules training classes for technicians on latest diagnostics and conducts vehicle maintenance classes for all departments. Ability to multi-task in a fast paced, high production, and challenging work environment.

ADDITIONAL FUNCTIONS

Serves as on-call (24/7) person; opens the shop for emergencies. Performs other related duties as required.

MINIMUM QUALIFICATIONS

Bachelor’s Degree in Public Administration, Business Management, Automotive Technology, or related field supplemented by three (3) years previous management experience preferably in a Fleet Maintenance or vehicle mechanics operation; or Vocational Certificate in vehicle mechanics, Fleet Maintenance or related field supplemented by six (6) years previous management experience preferable in a Fleet maintenance or vehicle mechanics operation; or any equivalent combination of education, training and experience which provides the requisite knowledge, skills, and abilities for this job. Preferred candidate would be a Certified Automotive Fleet Manager (CAFM), hold Automotive Service Excellence (ASE) certifications, have Original Equipment Manufacturer (OEM) training, possess extensive knowledge of the operating and maintenance principles of gasoline and diesel-powered vehicles and equipment, have experience in a large scale automotive, industrial, and construction equipment fleet operation, and be familiar with fuel management and Environmental Protection Agency (EPA) guidelines.

Tasks require the ability to exert very moderate physical effort in light work, typically involving some combination of stooping, kneeling, crouching and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-20 pounds).

Sensory Requirements:

Some tasks require the ability to perceive and discriminate visual cues or signals. Some tasks require the ability to communicate orally.
