OVERALL OBJECTIVE OF JOB
Performs general maintenance and security of Airport facilities, grounds, andequipment, including quality control of the fuel system and ARFF apparatus. Providesfire protection, public safety and service to tenant and transient aircraft, passengers andcrews as well as airport lessees and their customers.
ESSENTIAL FUNCTIONS OF JOB1.
Must be able to gain the job pre-requisite certification in Aircraft Rescue and FireFighting (ARFF) at the
FAR 139 ARFF
40- hour course at approved FAA facilityand perform annual 8-Hour live burn re-certification exercises at approved FAAfacility as designated by Airport Manager. Performs aircraft crash rescue dutiesin the event of an emergency and/or drills in compliance with
FAR 139.2.
Provides for public safety through fully qualified maintenance and operation ofARFF Apparatus in compliance with Manufacturers Specifications, FAR 139 andthe Airport Certification Manual.3. Assists Manager as directed in coordination of work assignments and projects.4. Inspects, repairs and maintains all airfield, lighting, signage, storm watercontainment and out-flows, pavement, terminal building, fuel farm, hangars,equipment, and systems in compliance with the Airport Certification Manual(ACM), FAR 139, ATA 103, SPCC plan, and Tenant Airline OperationalManuals.5. Performs and documents airfield, building, and perimeter inspections per theAirport Certification Manual (ACM), Airport Wildlife Plan, Airport Storm WaterPlan, FAR 139, ATA 103.6. Documents wildlife sightings and executes removal of wildlife as necessary incompliance with the Airport Wildlife Plan.7. Services aircraft with fuel, catering, and other ground services commensuratewith an FBO, collects payment and maintains accurate accounting for allaccounts, monies, credit card charges and product inventories.8. Repairs lighting, repairs pavement defects, and maintains storm water conduitand collection areas as needed and as directed by Airport Manager.9. Maintains mowing and weed/ brush cutting equipment to manufacturers’specifications and operates the equipment safely in maintaining airfield andairport grounds in a neat and beautifying manner.10. Inspects, maintains and operates snow removal equipment and applies properice melting chemicals to pavement areas per ACM and Tennant criteria.11. Maintains and applies inventory of sand and ice melting chemicals compliantwith ACM specifications. Performs braking action tests, issues Notices toAirmen (NOTAMS) and reports results to Airline and FAA as required.12. Removes snow manually and mechanically from runways, taxiways, hangaraprons, terminal ramps, parking lots, and airport roadways using poweredequipment and manually from public entrances and walkways.13. Paints facilities as needed.14. Provides preventive maintenance to equipment per manufacturers’ specificationsand repairs as needed.15. Maintains Airport Hangars and Terminal Building as well as off airport rentalproperties.16. Performs Terminal, grounds, and hangar trash removal and full custodial dutiesdaily, as required.
OTHER DUTIES OF THE JOB1.
Assists with setting up and cleaning for special events.2. Performs other job related duties as required.
SUPERVISION
RECEIVEDReceives prioritization instructions and follow-up analysis from Airport Managerregarding daily and long-range assignments and duties.
SUPERVISION
GIVENProvides some instruction and coordination of assignments with other maintenance staffas directed by Airport Manager. Oversees and directs work of Community Serviceworkers as needed.
WORKING CONDITIONS1.
Works outdoors and is subject to all weather conditions, some of which may beadverse, depending upon the necessity of the job.2. Performs so e indoor work in workspace with adequate ventilation, lighting, andtemperature.3. Works with Jet fuel and Aviation Gasoline, oils, lubricants, transmission, andhydraulic and deicing fluids.4. Job requires ability to climb ladders up to 10 feet routinely and 40 feet frequentlyand works atop roofs of various heights.5. Works weekends and different shifts as required.
PHYSICAL AND MENTAL CONDITIONS1.
Must possess ability to record, convey and present information, explainprocedures and follow instructions.2. Must be able to stand and walk intermittently for long periods throughout theworkday, with occasional sitting, bending, twisting, stooping, climbing, carrying,pushing, pulling, reaching and grasping or driving as necessary to carry outduties of job.3. Dexterity requirements range from simple to coordinated movements offingers/hands; feet/legs; torso necessary to carry out duties of job.4. Medium work, with frequent lifting/carrying of objects weighting from 25 to 50pounds; occasionally lifts 100-pound oxygen tanks.5. Must demonstrate emotional stability.6. Must be able to move frequently throughout the work day.7. Must have average strength and physical endurance and the ability to lift up to100 pounds as necessary.
QUALIFICATIONSA.
EDUCATION/TRAININGHigh school diploma required. Trade school training in electrical, plumbing,carpentry, and/or painting is helpful.
B. WORK EXPERIENCETwo to three years’ experience in maintenance of facilities and/or equipment, orcustodial environment required. Firefighting experience preferred.
C. CLEARANCEMust not appear on Preclusion Lists as defined by “Pennsylvania’s MedicalAssistance Bulletin 99-11-05 Provider Screening of Employees and Contractorsfor Exclusion from Participating in Federal Healthcare Programs.”
KNOWLEDGE, SKILLS AND ABILITIES REQUIRED1.
Must be able to speak and understand the English language in anunderstandable manner in order to carry out essential job duties.2. Must possess ability to function independently, have flexibility and the ability towork effectively with clients, co-workers and others.3. Must possess a valid Pennsylvania Driver’s License and a willingness to travel asneeded.4. Must possess knowledge of the methods, tools and practices used in generalmaintenance and construction.5. Must possess knowledge and ability to detect defects in equipment and makeproper adjustments.6. Must possess knowledge of the occupational hazards and safety precautions andthe ability to exercise skill in the care and use of various tools and equipment.7. Must possess knowledge of contents of Airport Certification Manual.8. Must possess ability to utilize various pieces of equipment such as snow blowers,tractors, hand tools, drill presses, etc.9. Must possess ability to follow oral and written instructions.10. Must possess ability to accurately and safely complete general repairs andmaintenance on heating, air conditioning and plumbing needs.11. Must possess ability to operate county vehicles used for maintenance (i.e.,backhoe, snow blower, dump truck, etc.) and to plow snow in winter and cutgrass in spring and summer.
