Streets and Stormwater Superintendent City of Melbourne – 3.9 Melbourne, FL Job Details Full-time $70,112.99 – $115,078.69 a year 2 days ago Qualifications Civil engineering Management Writing skills English Construction Budgeting Senior level Full Job Description JOB Under the general direction of the Public Works & Utilities Director, the incumbent is responsible for technical and supervisory work in directing the operations of the Streets and Stormwater Division. The incumbent is responsible for planning, directing, and coordinating division activities in the management of the stormwater, aquatics, street cleaning and street construction and maintenance operations. The incumbent will also be responsible for yearly budget planning and tracking. Work is performed with considerable independence and latitude of decision making. Work is reviewed through meetings, observation, reports, and results obtained.

EXAMPLE OF DUTIES

Develops maintenance programs for stormwater drainage systems, review plans and specifications for the construction and renovation of storm drainage systems, coordinates and schedules construction activities.

Schedules, establishes work priorities, and coordinates construction projects including repairing or replacing storm drainage systems, repairing and cleaning of open drainage systems.

Schedules, establishes work priorities on all maintenance activities within city limits including asphalt, concrete, guardrails, fences and in-house mowing.

Reviews plans and specifications relating to roadways, stormwater, ditch and retention/detention ponds for compliance to specifications.

Participates in the development of specifications for equipment or contractual services, reviews and evaluates bids and recommends vendor/contractor.

Ability to create the division’s annual budget and track annually, formulates performance standards and operational goals.

Manages the city’s aquatic spray program for compliance to specifications.

Participates in the selection and evaluation of personnel, counsel employees as needed, administers disciplinary action if needed and serves as initial respondent to employee grievances.

Oversee and conduct promotional testing.

Inspects and monitors new development and drainage.

Direct and oversees activities of the division.

Supervises, coordinates and gives technical directions to subordinates.

Researches, prepares and submits various reports, memos, letters and documents to appropriate agencies, firms and or other City departments as needed.

Works with County, State and other agencies on projects.

Performs other duties as assigned.

SUPPLEMENTAL INFORMATION

Knowledge of engineering principles, practices, techniques and methods of organization relating to a municipal Stormwater management system, road construction and street cleaning operationsKnowledge of the functions of street classifications; knowledge of construction, established grades, and soil stabilization.

Knowledge of plans and development in the field of storm drainage, road construction and civil engineering.

Knowledge of the types and uses of public works equipment related to street, highway, and drainage system repair, maintenance, and construction.

Knowledge of construction standards and methods.

Knowledge of effective administrative and personnel management principles, practices and methods.

Skill in communicating clearly, both orally and in writing.

Ability to plan, assign, and direct the work of subordinates.

Ability to review, interpret, and follow engineering plans and specifications.

Ability to direct and supervise construction projects.

Ability to establish and maintain effective working relationships with employees, superiors, other departments, and the public.

Ability to create the division’s budget and track budget annually.

PHYSICAL DEMANDS

Ability to bend, stoop, crawl, kneel, and walk on uneven terrain occasionally.

Ability to grasp objects.

Ability to see, read, write, and speak conversation and symbols in English.

Ability to hear and comprehend conversation spoken at various tones of voice and various speeds.

Ability to operate a motor vehicle and related departmental equipment in a safe and efficient manner.

Ability to lift weights not to exceed fifty (50) lbs. and for distances not to exceed 300 yds.

Ability to push, pull and hold items up to 10 lbs. for time periods not to exceed 10 minutes.

Ability to work regularly scheduled hours.

Availability to work at various hours of the day and night to attend departmental projects and meetings and occasional problems.

Ability to work in a variety of undesirable weather conditions and in confined spaces, heights, and depths
