Job Description

Job Overview The position leads, plans, and manages all warehouse, inventory, capital assets, contracts, budget and fiscal functions for the Division and supports all operations teams within the Water Resources Department (Infrastructure Maintenance, Systems Reliability and Plant Operations). The position supports our Department’s Core Business of providing the essential services of potable water, treated wastewater, and reclaimed water to the community. The position provides supervision over Logistics Manager, Project/Contract Managers, Warehouse Supervisors, Warehouse Storekeepers and Administrative Support positions and requires highly responsive capabilities to achieve quality performance measures and efficient utilization of labor, inventory, budgets and contracts. Responsible for operational administration and technical oversight for the planning, scheduling, and work completion while supervising employee production reports, monitoring operational inventory needs, compliance with procurement policies, contract development, funding and utilization, budget creation, management and reporting activities. Position must have integral knowledge of financial planning, water utilities operation and maintenance practices, and asset management systems. Effectively evaluate resources need to ensure sustainability and reliability of all related water, wastewater, and reclaimed water infrastructure. Support the County and Department’s Continuity of Operations Plan, specifically, Emergency Operations Center’s Emergency Support Function 12 (ESF-12). Must be able to communicate effectively during emergency conditions, using facts to support decisions and recommendations. Salary $95,742

This individual will bring a strong track record of overseeing complex logistics, inventory management, contract management, and fiscal operations in a highly regulated, service-focused environment. This position is responsible for leading all warehouses, inventory, capital assets, procurement, budgeting, and fiscal activities across four warehouse facilities supporting the Water Resources Department’s core mission: delivering potable water, wastewater treatment, and reclaimed water services. The ideal candidate understands the operational and strategic importance of supply chain reliability and financial stewardship in sustaining public utilities infrastructure systems. The successful candidate will have demonstrated expertise in warehouse operations, contract management, purchasing, fiscal, and budget oversight. They will possess strong knowledge of financial planning, procurement policies, and enterprise asset management systems. Experience in leading large, geographically distributed teams is essential. Strong leadership and interpersonal skills are essential. The candidate must be able to mentor, coach, and hold team members accountable, promoting a high-performance culture aligned with departmental goals. Duties and Responsibilities Note:

Direct diverse staff of Managers, Supervisors, Storekeepers and Administrative Support personnel in warehousing and fiscal activities to accomplish operation and maintenance efforts for potable water, wastewater, and reclaimed water systems. Develop and implement short and long-term goals and strategies using Quality Management processes to provide cost efficient, cost effective, and reliable systems. Develop and manage performance standards and measures. Manages the department’s inventory management and purchasing functions for the warehouse operations. This function is responsible for procuring, warehousing, and distributing a large volume of items for the Water Resources Department supporting our core business of providing the essential services of potable water, wastewater treatment and reclaimed water to the community. Manage evaluation, training, assignment, development, and supervision of staff. Communicate County policies and consistently exercise performance management including mentoring, coaching, and discipline activities. Hold employees accountable to expectations with clear performance standards. Manages and enhances the records management functions within the department. This function is responsible for the proper maintenance of innumerable records and ensures that the State of Florida Public Records laws are met or exceeded. Prepare, monitor, and analyze the Section’s budget for appropriation and expenditures. Authorize purchases and payments for contract services, equipment, and materials used in warehouse operations. Prepare analytical and statistical reports, cost analysis of work accomplishments and related costs. Prepare and submit official correspondence, reports, studies, cost analysis, staffing and routine reports. Foster good rapport with other Sections within the Division/Department and maintain a productive level of communication. Oversees all invoicing functions and purchasing processes within Infrastructure Maintenance Division. This includes but is not limited to: Accounts Receivable, Accounts Payable, Vendor statements, and unreceived goods/services. Manages the Warehouse safety activities, including but not limited to training, performing needs analysis and ensuring all specific safety requirements are properly budgeted for, approved, and executed to meet standards. Respond and coordinate disaster recovery and respond to emergency events, natural and man-made. Coordinate recovery efforts within area of responsibility to include all areas within Water Resources.
