Operations and Maintenance Manager Greater Miami Expressway Agency Miami, FL 33142 Position Summary The Operations and Maintenance Manager is responsible for the overall coordination, strategic planning, and performance of roadway system maintenance, facility management, contract administration, and traffic operations. Ensuring efficiency, safety, and compliance, the Operations and Maintenance Manager will work closely with internal teams, consultants, contractors, and external agencies to optimize infrastructure integrity, enhance roadway conditions, manage documentation processes, and improve traffic flow within the GMX system. Required Education and Experience Bachelor’s Degree in Engineering or other related field A minimum of ten (10) years of progressively responsible experience in building construction, inspection, and/or management is required. Five (5) years of experience working in facility maintenance and/or roadway inspection preferred. An equivalent combination of training and experience that provides the required skills, knowledge and abilities for this position may be considered. Essential Duties Ensure proper inspections of GMX facilities and roadways to develop a deficiency list, identify work needs, and coordinate with maintenance contractor field personnel, GMX staff, GMX Tolls personnel, GMX General Consultants and outside agencies Oversees the GMX Maintenance Rating Program and ensures that all Agency metrics are met or exceeded Oversee the quality control/quality assurance inspections on completed maintenance work and ensure maintenance and repairs are performed with minimal disruption and to the required standards Oversee the development, coordination and administration of Capital projects as they relate to facility and roadway maintenance including, but not limited to, performing review on various phases of new projects Develops scopes for procurement of services as needed Professionally represent the agency with representatives of regulatory agencies (Fire Marshall, Building and Zoning, etc.) Ensure all required GMX bridge documentation is provided to the Central Office Permits Department Oversee the scheduling of bridge and culver inspections, overhead signs inspections, High Mast Lighting towers and bridge load-rating evaluation Monitors contractor to ensure all project modalities and permits are compliant Ensure the annual inspection report is accurate and submitted on-time Oversee the development, coordination, and administration of Work Orders as they relate to facility and roadway maintenance Oversees and monitors the contractor’s development and maintenance of the Facilities Characteristics Inventory As needed, attend semi-final and final walk-throughs of construction and maintenance projects Tracks and manages assigned facilities and maintenance budgets Approve invoices in a timely manner in accordance with Florida Statute Ensure the procurement process is followed for all purchases of goods and services Support the quality initiative in the department to eliminate waste through continuous improvement in department processes Create an atmosphere that facilitates the Agency’s goals and decisions through mutual respect, honesty, and consideration of others Ensure Agency policies are administered in a fair and consistent manner and within ethical and legal standards Ensure the accuracy and timely completion of performance evaluations Address and resolve employee requests promptly and professionally Effectively coach employees by providing feedback on an ongoing basis to reinforce positive behavior and/or counsel employees to correct actions that do not support the Agency’s vision, and mission or violate Agency policies or procedures Performs other duties as necessary. Required Knowledge, Skills and Abilities ATTSA Advance Work Zone Traffic Safety Certification Comprehensive knowledge of facility, building, and roadway maintenance principles, practices, and techniques. Thorough understanding of Florida Department of Transportation Maintenance of Traffic scenarios, as well as occupational hazards, safety precautions, and quality assurance/quality control programs related to roadway and facility maintenance Strong analytical, negotiation, and communication skills (verbal and written) Proficient in relevant software tools Ability to effectively oversee field operations, coordinate inspections, and manage multiple projects simultaneously Ability to work independently and collaboratively Excellent written and oral communication skills. Strong, proven analytical skills Able to analyze and resolve complex problems in a professional manner by exercising good judgment and collaborative techniques Special Requirements, Licenses and Certifications Possession of a valid Florida Driver’s License and ability to maintain a safe driving record in order to operate GMX vehicles for business purposes. Working Conditions & Required Physical Abilities This position is located in a quiet to moderately noisy office environment. Individuals in this type of position must have the use of sensory skills to effectively communicate with other employees and the public through the use of the telephone and personal contact as normally defined by the ability to see, read, talk, sit, stand, hear, use of fingers to handle, feel or operate objects and write. Must have the physical capabilities to move about the office and to effectively use and operate various office equipment; such as but not limited to personal computers, calculators, copy and fax machines. May involve extended periods seated at a keyboard or workstation. May occasionally involve lifting, carrying, pushing and/or pulling materials and objects weighing up to 25 lbs.
