Right-of-Way Maintenance Lead Operator City of Temple GA Temple, GA 30179

Major Function and Purpose:

This position is responsible for the clean-up, minor construction, repair and maintenance of roads, rights-of-way and public properties. This position is subject to be included in the off-hours on-call response service and other assigned tasks as directed by the Public Works Director.

Supervisory Controls:

The Right-of-Way Maintenance Operator will report to the Director of Public Works Essential Job Functions Keeps City rights-of-way and properties mowed, weed eater, trimmed and clear of obstacles and debris; removes trees, trims tree limbs, removes vegetation, removes storm debris and trash; applies herbicides to control vegetation around roads, infrastructure, and City property Repairs and/or replaces City infrastructure, including curbs and gutters, catch basins, sidewalks, and driveway culverts, etc. Installs and maintains Best Management Practices for soil erosion and sediment control Other related tasks include grading, traffic flagging, and paving; operate rollers and various types of related equipment; operate tractors, mowers, and other related equipment to maintain roadside vegetation, and perform related tasks Supervises the location and acquisition of parts and equipment Performs necessary maintenance on City owned equipment and reports issues to the Director of Public Works Part of the on-call rotation for Public Works Assists in managing the division’s work order process Maintains up-to-date files and records Assists and performs tasks in the maintenance of city owned properties and reports needs/issues to the Public Works Director Maintains and assists in the repairs of the city owned streets, structures, and other apparatuses Inspect roads, rights-of-way, street signs, and make repairs as necessary Performs other related and non-related duties as assigned by the Public Works Director Knowledge Required by the

Position:

Knowledge of safety, maintenance, and operating procedures for various hand tools, such as shovels, chain saws, pole saws, weed trimmers, blowers, brush cutters, cutoff saws, concrete saws, circular saws, power generators, portable concrete mixers, mowers, etc. Knowledge and experience in forming, placing and finishing asphalt, and reinforced concrete structures commonly used in the construction and maintenance of roads and streets Knowledge of the principles and practices of road construction, repair and maintenance Knowledge and experience in the proper installation of soil erosion and sedimentation control Best Management Practices Knowledge of Traffic Control Devices standards as it applies to work zone safety Skill in operating light and heavy equipment, including but not limited to mowers, tractors with various implements, rubber-tire backhoes, rubber-tire loaders, dump trucks, skid steers, power brooms and various other job-related equipment Skill in determining required material quantities for projects Skill in supervising subordinates and community service workers Skill in public and interpersonal relations Skills in oral and written communication Knowledge of computers and job-related software programs Skill in the analysis of problems and the development and implementation of solutions Skill in directing the work of personnel Skill in managing files and records Skill in the preparation of clear and precise administrative reports Skills in oral and written communication

  • Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education
  • Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with one to three years of experience or service
  • Possession of or ability to readily obtain a valid driver’s license issued by the State of Georgia for the type of vehicle or equipment operated Desired Education and Knowledge
  • High School Diploma/GED
  • Valid State of Georgia driver’s license (Class C) and a satisfactory motor vehicle record
  • Equivalent combination of education and experience (ADA)
MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS
Physical Requirements:

Although some of the work is performed sitting at a desk with intermittent standing, walking, and stooping, most is done outside and require bending, crouching, climbing ladders, operating equipment, hand tools, and frequently lifting light objects. This position also requires time spent sitting in an automobile in transit to inspection sites.

Guidelines:

Guidelines include City codes, City personnel regulations, and established practices. These guidelines are clear and specific but may require some interpretation in the application.

Complexity:

The work consists of related administrative and technical support tasks. The variety of tasks and frequent interruptions contribute to the complexity of the work.

Scope and Effect:

The purpose of this position is to provide technical and administrative support to the department. Successful performance helps ensure the efficient and effective operation of the department.

Contacts are typically with residents, business owners, landowners, co-workers, department heads, other City employees, consultants, attorneys, real estate personnel, vendors, board members, and the general public.

Contacts are typically to give or exchange information, resolve problems, and provide services.

Work Environment:

Work is typically performed outdoors where the employee is exposed to hot/cold/inclement weather, dust, dirt, and noise. Work is also performed in an office setting. Job Type:

$17.60 – $27.42 per hour Expected hours: 40 per week
