Exempt Purpose of Classification:
The purpose of this classification is to provide planning and logistical support to the Superintendent and management through the supervision of multiple crews responsible for construction, maintenance and repair projects for County streets, storm drainage, water and sewer facilities and systems, and solid waste collections, processing and disposal functions.
Essential Functions:
The following duties are normal for this position. Other duties may be required and assigned. Supervises, directs, and evaluates assigned staff; develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures. Organizes, prioritizes, and assigns work to subordinate crews; prioritizes and schedules work activities to meet objectives; ensures that crews have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; and provides progress and activity reports to management. Plans, prioritizes, and schedules crew activity; plans work assignments, assigns personnel to each service request, and coordinates service schedule with other crews, outside contractors and other government agencies; estimates time and costs for materials; and plans material support for project installations. Consults with assigned staff to assist with complex/problem situations and provide technical expertise; analyzes, makes decisions, and responds to emergency situations; and trouble shoots complex mechanical problems. Coordinates the repair and maintenance of facilities, vehicles, and construction equipment to minimize downtime of critical equipment; ensures the completion of pre and post trip inspections; and conducts regular safety meetings Evaluates and contacts contractors when work needs to be outsourced; and oversees and evaluates contractor’s work for compliance with project scope, specifications, and completeness. Monitors and inspects work in progress to ensure that work-site safety measures are in place. Handles customer complaints and assigns qualified personnel to service these complaints. Reviews construction drawings and plans.
Minimum Qualifications:
High school diploma or GED required; six years of experience in infrastructure construction and maintenance related to field of assignment, and two years of experience as a crew supervisor; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Specific License or Certification Required:
Must possess and maintain a valid Georgia commercial driver’s license; may be required to maintain a Wastewater Collection, Water Distribution license, Municipal Solid Waste (SWANA), or Georgia Landfill certification.
