The Superintendent position is a hands-on general management position with overall responsibility for the daily operation of the Skowhegan, Oakland, Hartland and Greenville water systems.
These four water systems serve approximately 3,700 customers in the Towns of Skowhegan, Oakland,
Hartland
and Greenville. The division
operates
a Class IV surface water treatment facility in Skowhegan, a purchased water system in Oakland, and filtered groundwater sources in Hartland and Greenville. The distribution systems include 70 miles of main and has six finished water storage tanks.

Key Responsibilities:
System Operation and Stewardship:

The Superintendent has the responsibility for the daily operation and maintenance of the water production facilities and distribution systems and forpliance with the public health and water quality requirements of the Safe Drinking Water Act and the Maine Rules Relating to Drinking Water. The Superintendent must also plan for the proper maintenance, replacement, and expansion of the water systems,
in accordance withpany standards and professional water works industry guidelines. This includes the ability for the water systems to meet or exceed all regulatory standards for drinking water.

Supervisory:

The Superintendent is the senior supervisor in the division and has the responsibility to direct the daily duties of the employees in the division. Duties include performance reviews and appraisals, adherence to allpany personnel policies and to state and federal laws, andmunications to employees on allpany matters. The Superintendent must report regularly on the activities within the division to the Director of Service Delivery. The Superintendent also has responsibility to
ensure
the safety of division employees through the administration of thepany safety program.
Financial performance: The Superintendent
is responsible for
the development and management of the annual operating and capital budget for the division. The annual operating and maintenance budget for the three systems exceeds $1 million, and the three capital budgets exceed $500,000. The key areas of
financial management
for the Superintendent include labor, power, chemicals, materials and supplies, and outside contractors. Each operating division is expected to meet budgeted ie targets, and to assist in the planning for revenue and expense adjustments as necessary to achieve the budgeted targets.

Community Relations:

The Superintendent must
seek
to develop and
maintain
positive relationships with themunities in the division. This includes having personal knowledge of themunity leaders and municipal officials in the division. Often, the Superintendent must act as thepany spokesperson at the local level. The Superintendent is also encouraged to develop and
maintain
positive relationships with large water customers in the division.
Performs other duties as assigned.
Minimum Qualification
High school diploma or equivalent required
Water Distribution Level IV required
Driver’s License required
CDL A preferred
High proficiency with Treatment and distribution software (SCADA)
Experience with General office software
Leadership skills
Ability to maintain effective relationships with employees, customers,
public officials, and regulators
5-7 years of supervisory experience in a water utility or related field
